Former Prime Minister of Georgia takes part in reforming the tax system of Uzbekistan
Tashkent, Uzbekistan (UzDaily.com) -- Former Georgian Prime Minister, member of the economic team of President Mikhail Saakashvili, Nika Gilauri, took part in the drafting of the Concept of Reforming Tax System of Uzbekistan.

Founder and managing partner of Reformatics Nika Gilauri during the discussion of the Concept noted that it is very difficult to do reforms. He added that he knows this from practice. Gilauri underlined that there were always people who resisted and were unhappy. He said that it is important to choose the right time for reforms. In his opinion, Uzbekistan currently in right time to make reforms in tax sphere.

Nika Gilauri underline that he is in Uzbekistan for several weeks and studies the country’s economy, and also meets with representatives of international organizations and financial institutions.

He said that many international organizations and financial institutions "express enthusiasm for reforms" in Uzbekistan. He added that the President’s efforts to reform the country are supported by the international community. He noted that now it is impossible to stop.

"Now the moment when the country is in the focus of attention of the international community, international investors, when it is possible to attract very large investments in the country, very large technologies, and create new jobs," he said.

The head of Reformatics noted that the current Tax Code is one of the factors that restrain the development of the economy of Uzbekistan.

Nika Gilauri said that the tax code for countries like Georgia and Uzbekistan should be simple, predictable and create equal conditions for all. These three factors should be in the tax code for development of business and private business, he added.

He noted that he took part in preparation of the Concept of Reforming the Tax System of Uzbekistan and the document meets all international standards. "This is even one of the most advanced options that I’ve seen," he said.

In his opinion, the document will allow to make a huge jump to the economy of Uzbekistan and become revolutionary for the country. He called on not afraid of reforms and actively participate in the discussion of the document.

Gilauri recalled that in Georgia there were 21 taxes and after the reforms their number decreased to 6. Tax revenues increased, he said.

He stressed that after the tax reform, the Georgian economy grew 4-fold, budget revenues increased 10-fold. The number of registered companies per year increased from 3 thousand to 17 thousand. In the World Bank’s Doing Business rating, Georgia rose from 112th place to 8th, the expert added. The share of investments in Georgia’s GDP is 10%.

Gilauri said that Uzbekistan will be much easier to carry out reforms. "Firstly, the country is bigger. Secondly, the situation is much better now than we had in Georgia when we were doing these reforms. And thirdly, you have Georgia, which you can look at and take something, "he said.
