First One-Stop-Shop opens in Uzbek capital
Tashkent, Uzbekistan (UzDaily.com) -- First One-Stop-Shop (OSS) for government services in interactive form with use of information-communication technologies opened at the Sergeli district administration in Tashkent on 7 April 2010.

The OSS represents a new approach to the delivery of public services, which allows for the reduction in the number of procedural steps involved in this process by changing the way the services are offered. OSS will offer a number of administrative services through a single service center or “one window” where all kinds of services are offered to the citizens as close as possible to where they live. This will help population to save time on receiving licenses, accreditation, certificates and others.

The initiative was carried out within the framework of the resolution of the Cabinet of Ministers from 23 August 2007 “On measures on further improving interaction of the state and economic entities, state authorities in places with legal and individuals with use of information and communication technologies” and action plan on realization of programmes for 2010-2015, signed between the UNDP and Uzbekistan Government.

At the opening ceremony, it was noted that the successful realization of the initiative should contribute in social-economic development of Sergeli district.

In the result of the project implementation, the OSS will receive inquiries of the citizens, and independently interact with various state bodies and afterwards issue ready documents to the citizens. The bank department will be located at the OSS building to accept state duties, various payments for state services and other payments.

Now any citizen of the Sergeli district can solve issues with employment, entrepreneurship activity, taxation, receive information from the state real estate cadastre, and other issues.

The OSS will offer over ten services, including 25 of which in interactive form. About 20 representatives of the state establishments will work at the OSS.

As earlier reported, Memorandum of Understanding on establishing One-Stop-Shop in the Sergeli district was signed on 25 June between United Nations Development Programme (UNDP), Communication and Information Agency of Uzbekistan (UzACI) and Khokimiyat of the Sergeli district of the Tashkent city.

The Uzbek Agency for Communication and Information (UzACI), Sergeli district administration and UNDP’s project “Assisting the Government of Uzbekistan in the formulation and implementation of ICT for development policy” (ICTP) participated at the OSS creation.

The OSS will employ specialists, representing various district services, including utilities services, healthcare department, entrepreneurs registration department and others. The specialists underwent special trainings to strengthen their ICT, business communication, gender sensitive and others.
