Financial assistance to children to be paid in September 2020

Tashkent, Uzbekistan (UzDaily.com) -- It was reported in social networks that in order to receive one-time financial assistance in the amount of 500,0 thousand soums for each child, certain categories of families specified in the decree of the President of the Republic of Uzbekistan dated 26.08.2020 no.PP-4815, must additionally provide a certain number of supporting documents and certificates.

In order to eliminate the misinterpretation of the procedure for determining needy families with children who are provided with one-time financial assistance in accordance with the decree of the President of the Republic of Uzbekistan adopted on August 26 this year, we inform the following.

According to the decree of the President of the Republic of Uzbekistan from 26.08.2020 year № PP-4815 lump sum will be paid in September 2020 following populations:

1) children under 16 years of age, from families included in the lists in need of financial assistance and support ("Temir the creation");

2) children under 16 years of age, from families receiving pension or allowance for the survivor;

3) children with disabilities under 16 years of age.

However, it should be noted that:

first, one-time financial assistance will be paid for each child, I.e., if 3 children under the age of 16 live in a family, they will be paid financial assistance in the amount of 1.5 million soums;

 secondly, information about children under 16 years of age, from families receiving a pension or survivor's allowance, as well as children with disabilities under 16 years of age is available in the database of the extra-budgetary Pension Fund under the Ministry of Finance of the Republic of Uzbekistan (since they are recipients of the corresponding monthly benefits).

In this regard, confirmation of their status by submitting additional documents and certificates is no longer necessary.

For example, if a family with a child with a disability received a monthly disability benefit of 466.6 thousand rubles .in September this year, this family will receive an additional 500 thousand soums. Taking into account that earlier decree of the President of the Republic of Uzbekistan dated July 30, 2020 No. 6038 raised the minimum amount of benefits for disabled children from September 1, 2020 by 10 percent and set at 513 thousand soums, this family will receive only 1 million soums in September. 13 thousand soums (513 + 500 = 1013 thousand soums).

Third, as for children living in families included in the "Temir daftar" list, it should be noted that these lists were formed by the heads of sectors together with employees of mahalla gatherings of citizens and approved by local Kengashes of people's deputies.

Currently, working groups established in each sector of the district (city) together with representatives of mahalla gatherings of citizens carry out a door-to-door inspection of these families to confirm the number of children and their age.

These measures are carried out due to the fact that the list of those in need of financial assistance and support ("Temir daftar") included information only on one of the able-bodied family members (usually the head of the family) and the total number of family members living together with him, i.e., it is not possible to determine the total number of children living in these families and their age. It should be noted that the members of the working group only record the presence of children (child) under 16 years of age in the family by visual inspection of their birth certificate.

In this regard, all families with children under the age of 16 and included in Temir daftari will receive one-time financial assistance in September 2020 without providing additional certificates and documents confirming their need for social support.

At the same time, we inform you that the payment of one-time financial assistance to children from families listed in the "Temir daftar" list will be made after the issuance of one-time financial assistance to children living in families receiving a pension or survivor's allowance, as well as to children with disabilities, in order to avoid duplication of the payment of one-time financial assistance from the Pension Fund and district (city) departments of mahalla and family support.

The decision to pay one-time financial assistance in cash or on plastic cards will be made by local authorities on the ground, taking into account the opinion of their recipients and the availability of plastic cards in each individual region.
