Tashkent, Uzbekistan (UzDaily.com) – On 9 November, acting President of Kyrgyzstan S. Japarov, speaking to the residents of Naryn region, announced his vision of the constitutional reform initiated by him.

In particular, he said that the draft of the new Constitution, which is planned to be submitted for public discussion within 10 days, is aimed at introducing a presidential form of government, as well as holding parliamentary elections on a majoritarian and party system.

In addition, he announced plans to create a Kurultay, which will include 2,500 representatives from all regions of the country. Its meetings are scheduled to be held once a year in Bishkek, so that people’s representatives can hear a report on the work of the president and parliament. According to S. Japarov, the creation of the Kurultai is due to the fact that for 30 years neither the president nor the parliament have been accountable to the people.

Commenting on the statement of S. Japarov, Kyrgyz political analysts believe that it is still premature to say that the new Constitution will certainly lead to a dictatorship. The presidential republic, for which S. Japarov stands, does not always mean authoritarianism, they note. However, some experts are convinced that the purpose of rewriting the Constitution is to centralize power.

In this regard, the legal agency Adilet, well-known in the democratic circles of Kyrgyzstan, warns that the Constitution is the main law of the country, and rash changes should not be made to it, as this could lead to an even greater political and economic crisis in the country.

Talking about the appointment of Kurultay, analysts believe that it will be a kind of center of checks and balances, providing a guarantee against the dictatorship. It is indicated that Kurultay will exercise public control over the parliament and the president, as well as participate in the formation of the judiciary board of the Constitutional Chamber. At the same time, the question of the mechanism of the formation of the Kurultai composition remains open.

In general, experts express fears that reformatting the political model towards strengthening the presidential power will not contribute to the strengthening of democratic institutions and, on the contrary, may lead to an aggravation of the confrontation between the new government and civil activists and political parties advocating parliamentarism.
