Experts from IPMI study situation with training of specialists for the development of a "green" economy in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) – Experts from the Institute for Forecasting and Macroeconomic Research conducted a study in order to get an answer to the question of what specialists are being trained in Uzbekistan for the development of a "green" economy.

As part of the New Uzbekistan Development Strategy for 2022-2026, one of the goals is the active introduction of green economy technologies to accelerate the development of the national economy and achieve high growth rates. The implementation of this goal requires training for the "green" economy. Studies by international organizations such as the OECD (2011) and Cedefop (2009) argue that human resource development is the basis for greening the economy.

During the study, IPMI experts drew attention to the following aspects:

1. The transition to a "green" economy contributes to the solution of such environmental problems as: irrational use of natural resources, including water, air pollution, deforestation, land degradation and climate change. At the same time, the policy of the state in the field of environmental sustainability is of great importance.

2. An increase in the proportion of the population with a high level of IT skills contributes to a greater increase in green employment than other factors.

3. Of the total number of personnel trained in the 2022/2023 academic year, more than 30% correspond to the "green" economy (for comparison, in the 2019/2020 academic year, 5%).

Based on the results of the content analysis of the parameters of training personnel (master’s degree programs) of universities of the Republic of Uzbekistan for the 2019/2020 and 2022/2023 academic years, the following conclusions were drawn:

- In the universities of the Republic (including regional branches), training of personnel in the most necessary specialties for the transition to a "green" economy has now begun: biotechnologist; engineer for renewable energy sources, alternative (solar and wind) energy; engineer for the efficient use of water and land resources; bioeconomy specialist, climate risk assessment.

- Personnel are also being trained in the design, operation, and construction of energy-efficient structures; design, operation and production of energy efficient technologies, including artificial intelligence.
