Experts discuss further improvement of law on election of mahalla chairpersons
Tashkent, Uzbekistan (UzDaily.com) -- Institute on Studying Civil Society (ISCS) hosted a seminar “Actual issues of further development of legislation on election of chairpersons (aksakals) of mahallas and their advisors” on 16 February 2011.

The event was organized by the ISCS, Parliamentary Commission on management of resources of Public fund on support and development of NGOs and other civil society under the Oliy Majlis of Uzbekistan.

Representatives of the Legislative Chamber of Oliy Majlis, experts and scholars, Mahalla Foundation, self-governing bodies and other civil society institutes participated at the event.

The experts noted that mahalla is unique institute of civil society and it plays key role in liberalization of political, economic and spiritual life of the society, supporting population, developing businesses, etc. it was noted that earlier mahallas implemented two functions, not they execute over 30 functions.

During the event, the participants considered the draft law on introducing changes and amendments to legislation on election of chairpersons (aksakals) of mahallas and their advisors.

The draft law clarifies responsibility of authorized bodies on election of aksakals and their advisors, registration of election meetings, mechanism of organization of elections, raising public control over activities of aksakals and mahallas, etc.

The ISCS said that it is planning to organize series of similar forums with parliamentary commission to discuss draft laws with participation of representatives of civil society, lawmakers, scholars and specialists.

Next elections of aksakals and their advisors will be held in May and June 2011. In line with the legislation of Uzbekistan, the elections of aksakals and their advisors are held each 2.5 years.
