Draft rules of electronic trade in Uzbekistan published
Tashkent, Uzbekistan (UzDaily.com) -- The Government of Uzbekistan prepared draft rules of electronic trade in Uzbekistan.

Ministry of Economy of Uzbekistan published a draft resolution of the Cabinet of Ministers “On approval of rules of electronic trade in Uzbekistan” at its official website.

According to the draft rules, legal entities and individuals, conducting entrepreneurship activities without forming legal entity, can conduct electronic retail trade in the territory of Uzbekistan.

Legal entities, registered in line with the legislation and possessing permission for wholesale trade, can engage in electronic wholesale trade in Uzbekistan. The electronic wholesale trade can be conducted via signing electronic agreement and payment should be carried out with wire transfer.

The business entities, engaged in electronic wholesale and retail trade, should place information about offered goods at the official website. The websites should be registered in national domain zone in line with the set order to the name of the seller.

The rules banned to place website in foreign domain zones. The website should contain real images of offered goods, which allow to assess its quality and consumer peculiarities.

The rules prohibited businesses to trade goods, which require additional permissions. It is also banned to trade goods, which should be delivered to the country after submission of order, except in cases when the seller is a dealer or agent of the producer.

It is also prohibited to receive food products (except agriculture products) from individuals, who have not documents for entrepreneurship activities.

The assortment of offered goods and list of services, forms of services to clients are determined by the seller, the rules said. The seller should have necessary premises, equipment and tools to store and sell products.

The electronic retail trade can be conducted across Uzbekistan, but the seller should deliver sold product to the buyer. If there is no separate agreement for delivery of good, the delivery cost is included to the price of the good.

The seller should create necessary conditions to accept payments in cash or with help of banking payment cards (including online payments), or wire transfer.

The buyers can return or exchange non-food products within 10 days if the longer term is not shown in the agreement, if the quality of products is not comply with the terms, indicated in the agreement. The seller should exchange products or compensate full sum. If the buyer is returning food products, they can do this within 24 hours.

The rules also regulate other relations between the buyer and seller within the electronic trade.
