Digital Knowledge Learning Centers to be opened in all regions

Tashkent, Uzbekistan (UzDaily.com) - The Resolution of the President of the Republic of Uzbekistan on the development of the digital economy and e-government was adopted on 28 April 2020.

Among the focus areas are:

- accelerated formation of the digital economy and an increase in its share in the country's GDP by 2 times by 2023;

- complete modernization of digital infrastructure and ensuring the availability of modern IT services in the regions - connecting in 2020–2021 all health care institutions, schools, preschool education organizations, villages and mahallas to the high-speed Internet, improving the quality of communication;

- development of the e-government system - bringing the share of electronic public services to 60% by 2022;

- the development of "digital entrepreneurship" through the production of software products and the creation of technological platforms - an increase in the volume of services in this area by 3 times by 2023, bringing their export volume to US$100 million;

- Opening of digital knowledge training centers in all regions by 2022.

The authorized body for the development of the digital economy and e-government is the Ministry for the Development of Information Technologies and Communications. He is responsible for the mandatory examination of projects and technical documentation of government agencies and organizations for the creation and implementation of information systems, resources and other software products, as well as NPA projects (the authority to implement crypto assets and blockchain remained with NAPU). In this regard, changes have occurred in the system of the ministry.

Firstly, two specialized centers with a specific set of tasks were created under it - the Center for E-Government Project Management and the Center for the Study of Digital Economy.

Secondly, the structure of the central apparatus has changed within the framework of the total headcount, including the creation of the Office for the Development of Digital Technologies in the Agricultural Field and the Office for the Development of Geoinformation Technologies.

Thirdly, the state share in LLC “Unified Integrator for the Creation and Support of State Information Systems UZINFOCOM” and state blocks of shares (stakes) in the authorized capital of economic companies included in the organizational structure of the ministry are transferred to the Ministry of Finance.

The Fund for the Development of Information and Communication Technologies will open a special account to finance interagency projects of e-government and the digital economy. It will receive funds from the fee for using a subscriber number (2,000 soums per month) paid by mobile companies, 11.25% of the paid state duties, fees and all types of payments for public services provided through EPIGU, as well as 0.5% of the funds received from payment through the Unified Billing System of state fees and other payments for provided public services, as well as other income not prohibited by law.

State bodies and organizations are allowed to conduct competitions exclusively among residents of the IT technology park under one contract for the development, implementation, integration and technical support of information systems and software products with a total value of up to 1 billion soums.

In the process of providing public services, representatives of state bodies should interact exclusively through the interagency integration platform of the E-Government system.
