Development of the mechanism of decentralization as a factor of increasing the stability of local budget revenues and social development of regions

Tashkent, Uzbekistan (UzDaily.com) -- On 12 March, an international conference was held in Tashkent on the basis of the Training center under the Ministry of Finance of the Republic of Uzbekistan on the theme: "Development of the mechanism of decentralization as a factor for increasing the stability of local budget revenues and social development of regions".

The conference was attended by representatives of the Ministry of Finance of the Republic of Uzbekistan, specialists Of the Institute of forecasting and macroeconomic research and the Institute of Budget and tax research, bachelors and undergraduates from various universities of our country.

In addition, the conference was attended by representatives of reputable international organizations, including:

Hideki Mori-Head of the permanent mission of the world Bank in the Republic of Uzbekistan, Vinayak Nagaraj-senior economist of the permanent mission of the world Bank in the Republic of Uzbekistan, Olivier Leonard - chief procurement specialist of the ADB, Raphael Josan-France tarakkiet agentliga (AFD) and others.

The conference was opened by Deputy Minister of Finance of the Republic of Uzbekistan Odilbek Isakov. As you know, the process of reforming the system of public administration in Uzbekistan continues consistently and actively. Much attention is paid to the issues of decentralizing the State budget, transferring part of the functions of the Republican authorities and management to the level of regions, cities and districts.

The idea of the ongoing reforms in this area is to ensure comprehensive and balanced development of territories, rational use of the available natural resources, production and labor potential of the regions, optimal allocation of productive forces and steady growth in the level and quality of life of the population, as well as improving the effectiveness of local Executive authorities.

The process of reforming the public administration system in Uzbekistan is aimed at improving the efficiency and transparency of the activities of local authorities, strengthening their powers and independence, as well as their accountability.

Since 2020, The state budget has been adopted by the Oliy Majlis in the form of a law. This will strengthen financial discipline and ensure transparency in the use of budget funds. The current year's budget provides for further steps towards financial decentalization, i.e., expanding and ensuring the financial independence of local and Executive authorities of the regions, which is based on the growing powers and responsibilities of local khokimiyats over the past two or three years.

The purpose of the conference is to develop scientifically based proposals and practical recommendations based on the analysis of issues of social development of regions to improve the revenue base of local budgets, decentralize public administration and budget, increase the stability of the revenue base of local government budgets and their further development.

The conference discussed the scientific basis for the implementation of public administration and budget decentralization and inter-budgetary relations; the state and priorities of budget decentralization in the context of administrative reforms in Uzbekistan; the role of public administration and budget decentralization in the social development of the country; best practices of foreign countries on the formation of mechanisms for public administration and budget decentralization; ensuring the stability of local budget revenues on the basis of public administration and budget decentralization, further development of inter-budgetary relations; increasing the role of local budgets in ensuring social development of regions.

The conference participants heard the reports of the chief procurement officer permanent mission of the ADB (Asian Development Bank) in Uzbekistan Olivier Leonard, chief of the State budget of the Ministry of Finance, J. I. Ibraeva, chief of staff of the Ministry of Finance Nurmatov B. E., Professor of the Department "Economic theory", National University of Uzbekistan, doctor of economic Sciences, head of the project "fiscal Decentralisation and the increasing role of local budgets in development of the region's economy" H. P. Abulkasimov.
