Development of Public Services Delivery through the “One-Stop-Shop” in Namangan and Jizzakh Regions
Tashkent, Uzbekistan (UzDaily.com) -- UNDP Project “Local Governance Support Project: participation and partnership” (LGSP Project) presented the Concept on public services delivery in Namangan and Jizzakh cities by implementing the “One-Stop-Shop” model.

The presentation was addressed to civil servants of khokimiyats, various governmental organizations, which provide public services to the local population, as well as representatives of NGOs, branches of the Chamber of commerce and industry and Mahallya committees (local community based self-governing bodies). The event was organized in cooperation with the Khokimiyats of Jizzakh and Namangan cities.

“One-stop-shop” (OSS) – is a term meaning a delivery of wide range of public services to the population and businesses in one place. For example, the current procedure for request to public services requires citizens to visit each governmental organization separately for obtaining necessary certificates, licenses, accreditation and other documents. On the other hand, the OSS system allows the applicants submiting available documents at hand and receive neccesary final documents at the same place. The procedure of validating and proceeding the documents within and between the involved public organizations will be carried out by the OSS independently.

UNDP already has a successful experience in facilitation of implementation of providing public services on the basis of OSS model - in the example of established pilot OSS in the Sergeli district of Tashkent city. The OSS was created on the basis of tripartite agreement, signed between Communication and Information Agency of Uzbekistan (UzACI), Khokimiyat of Sergeli district of Tashkent, as well as the United Nations Development Programme in Uzbekistan on 29th of June, 2009.

Currently, the OSS has 14 departments for provision of total 44 types of public services in an interactive way. The services of OSS are divided into such spheres as social protection, public health, public education, culture and sports, housing and ulities, healthcare, land and property management and registration of business entities.Taking into account the advantages and successful operation of OSS in Sergeli district, the government of Uzbekistan has suggested (as per Resolution #08-8-14 dated 16.02.2011) ministries, other governmental bodies and local public organizations to establish OSS in all regions of the country by the end of this year.

Opening the events the representatives of Jizzakh and Namangan cities have noted the importance of establishing OSS in the administrative centers of the regions in order to improve the procedures for delivery of the timely and quality public services to the local population. At the same time, they have informed the participants about the progress of city Khokimiyats in this direction. In particular, in accordance with decision of regional khokim on approval of the Joint Actions Plan to implement the activities of LGSP Project, the Namangan and Jizzakh city Khokimiyats will be supported in establishment of OSS under these khokimiyats and ensuring its effective performance . The assistance will be provided within the framework of LGSP Project through equipping two OSS and conducting trainings for the personnel of Khokimiyats and OSS.

During the presentation, the information about the goals and objectives of OSS was provided on the basis of OSS experience in Sergeli district of Tashkent. In particular, the participants have received detailed information about the services of OSS and its structure, a number and responsibilities of each employee, visiting hours, analysis of enquiries and applications to the OSS.

Also, the participants had a chance to give a feedback and provide precise recommendations, which should be seriously considered while establishing OSS in regions. One of such recommendations was proposed by Nilufar Abduvakhidova, the representative of Jizzakh city Central Archive Office. She stressed the importance of foreseeing the availability of electronic information exchange between the OSS of different cities and districts. Implementation of this recommendation will help the population obtain needed information, which is stored in any other region of the country, without leaving home region. Consequently, it will help save the time and finances. Abduvali Normatov, the representative of “Zilol” local community-based self-governing body of Jizzakh city proposed to include legal consultancy services to the list of services to be provided by the OSS.

At the end of the presentation, team members of LGSP Project have informed the participants that the establishment of OSS in Namangan and Jizzakh is planned till the end of this year. The participants along with thanking organizers for provided information, expressed interest in taking an active part in successful implementation of agreed objectives related to delivery of local public services through OSS model.
