Tashkent, Uzbekistan (UzDaily.com) - Discussion of the State budget in the Parliament has important social significance. This makes it possible to analyze the process of spending budget funds in areas and in a segment of territories, to identify and correct the existing shortcomings.

At a meeting of the PDPU faction in the lower house of Parliament, a report on the implementation of the State budget and the budgets of state trust funds in 2019 was comprehensively reviewed.

As noted, the state budget implemented by the President of our country reflects the state policy aimed at socio-economic support of the population. Based on the execution of the state budget of each state, it is possible to evaluate the effectiveness of the socio-economic reforms carried out in it.

In the course of discussions, members of the faction paid special attention to how effectively the funds allocated for the social sphere were spent.

It should be noted that the share of funds allocated from the State budget for the development of the social sphere is increasing from year to year. In particular, during the reporting period, funds were allocated for these purposes in the amount of 63 trillion 542.4 billion soums, that is 53.9 percent of the total state budget expenditures. These expenses amounted to 12.4 percent of the country’s GDP.

It was noted that, according to the results of the year, the main part of the state budget expenditures was directed to the development of education, health care, targeted social support of the population, as well as increasing wages, pensions and social benefits.

The policy aimed at improving the living standards of the population was reflected in the tax policy of the State budget. As a result of the implementation of the new tax policy since 2019, the total income of the population made up 344.7 trillion soums.

And as a result of lower tax and social payments, more than 900 thousand illegal jobs were legalized.

Deputies noted that the large-scale work carried out in this direction is consonant with the program goals and objectives of the People’s Democratic Party of Uzbekistan.

Members of the faction approved the report on the implementation of the State budget and the budgets of state trust funds for 2019, expressed their views and opinions on the implementation of the State budget of the current year.

As the report showed, from the part of the state fund allocated for social expenses, 10.3 billion soums remained unexpended, from funds allocated for the payment of pensions, benefits, compensations and material assistance - 22.7 billion soums, from the funds allocated 150.6 billion soums to improve the reclamation state of irrigated lands, the development of public roads and the development of the Aral Sea region.

Deputies sharply criticized the fact that a certain part of the budget allocated to the social sphere remains unspent. Particularly outraged by the fact that budget funds allocated for the payment of material assistance and compensation remain unused, which directly indicates the presence of systemic shortcomings and shortcomings in the work to ensure the rights and interests of needy citizens.

In general, the deputies criticized the fact that mistakes and shortcomings in the execution of the State budget have not been resolved for many years, due attention is not paid to solving the problems of past years.

Last year, the foreign trade turnover of our country reached US$42.2 billion and was recorded as the highest figure. However, along with this, the export volume in foreign trade turnover continues to make up a smaller share in relation to the volume of imports. The share of raw materials in relation to finished products with high added value remains high in export.

The implementation of appropriate measures to eliminate such a discrepancy is becoming especially important today.

The report noted that in more than 6.5 thousand out of over 8 thousand budgetary organizations, financial errors, shortcomings and misappropriations, as well as illegal expenses in the amount of 142 billion 592 million soums were revealed. It was emphasized that in order to address such shortcomings, it was necessary to improve the control mechanism.

At the meeting, members of the faction noted that today more than ever, the need for further strengthening of parliamentary and parliamentary oversight of the planned funds to the State budget, as well as their effective use is increasing, which, as a result of the assumption of passivity and irresponsibility in the execution of the State Budget, affects the most disadvantaged population.

Along with parliamentary discussions, direct and operational analyzes in the field, as well as in the sectors separately, play an important role in ensuring the execution of the State budget.

At the meeting, based on discussions, suggestions and opinions, the fraction of the People’s Democratic Party of Uzbekistan approved the annual report on the implementation of the State budget and the budgets of state trust funds in 2019.
