Consumers to be exempt from paying state fees for lawsuits against insurers

Tashkent, Uzbekistan (UzDaily.com) — A law approved by the Senate of the Oliy Majlis of Uzbekistan provides for the exemption of consumers of insurance services from paying state fees for civil and economic lawsuits against insurers.

Currently, only the National Agency for Perspective Projects (NAPP) is exempt from paying such fees. Consumers, on the other hand, are required to pay 2% of the claim amount (but not less than one base calculation amount, BCA) if the court dismisses their claim. They must also pay fees for appeals and cassation complaints.

The new law aims to improve citizens' access to legal protection, particularly for car owners, who frequently encounter denied insurance payouts.

In 2023, NAPP registered approximately 2,000 complaints against insurers, the majority of which were filed by car owners.

The draft law also proposes eliminating state fees for the re-registration of legal entities in cases of administrative and territorial changes, such as transferring a territory to another region or altering the boundaries of districts and cities.
