Construction and repair work on road facilities in Uzbekistan to require separate permission

Tashkent, Uzbekistan (UzDaily.com) – President of Uzbekistan Shavkat Mirziyoyev has signed a resolution "On measures to improve mechanisms for maintaining roads and road infrastructure, as well as landscaping territories."

According to the resolution, starting from 1 September 2024, any physical or legal entities conducting construction work on roads, sidewalks, and other road infrastructure objects, as well as their repair, demolition, excavation, alteration, or reconstruction, will only be allowed upon obtaining the corresponding permission.

Government services for processing and issuing permits will be provided through public service centers and the my.gov.uz within five days.

Permissions will be issued by regional or district (city) administrations or other organizations responsible for the maintenance of the road object. In case of emergencies in communication networks or other urgent situations, permits will be issued by district (city) administrations.

The permit will specify the individual authorized to carry out construction and repair works on the road object, the purpose and timeline for these works, a QR code for authenticity verification of the permit, and a notice that failure to restore the original state of the road object within the specified period will entail administrative and civil liability.

During construction and repair works on road facilities, the permit must be prominently displayed or provided upon first request.

Conducting construction and repair works without obtaining permission, absence of a permit at the work site, failure to comply with safety measures, as well as failure to fulfill obligations to restore the original state of the road object after completing the works will result in liability according to the legislation.

According to the resolution, individuals who report violations and provide evidence of construction and repair works being conducted without permission or failure to restore the state of the road object will receive a monetary reward equal to 50 percent of the fine imposed.

To improve the appearance of regions, from September 1, 2024, to September 1, 2025, the following measures will be implemented in territories designated by local administrations:

- Clarification through media, social networks, and neighborhood leaders about the responsibility of citizens and legal entities for landscaping territories adjacent to their buildings and structures.
  
- Approval of a typical landscaped design for courtyards and surroundings of multi-story buildings, road shoulders, and streets.
  
- Approval of a program for greening vacant lands along road shoulders and streets.
