Citizens in need of social protection are provided with mortgage loan guarantees

Tashkent, Uzbekistan (UzDaily.com) -- A government resolution "On additional measures to improve the living conditions of socially unprotected population" was adopted.

According to the resolution, by 1 August 2022, as an experiment, a procedure will be introduced for providing guarantees to local authorities for mortgage loans allocated to citizens in need of social protection, as well as repayment of overdue debts.

Accordingly, the resolution approved a temporary regulation on the procedure for the provision of guarantees by local khokimiyats for mortgage loans allocated to socially unprotected population.

In accordance with the regulation, the guarantee is provided to borrowers from the list of mortgage loans provided (allocated) by banks.

The fee (remuneration) for the provision of the guarantee by the khokimiyats is not charged.

The surety is issued by the khokimiyats only if there is a positive conclusion of the "Halaparvar" commissions.

To obtain a guarantee, the borrower submits to the khokimiyat an application and a copy of an identity document with data of a personal identification number and an attachment to it.

Khokimiyat no later than 1 business day following the day of receipt of the document:

- sends documents to the commission "Halqparvar";

- sends information about the personal identification number of the borrower and his family members to the territorial state tax office.

The Halqparvar Commission examines the documents and within 5 working days from the date of receipt of the information provided by the Tax Office:

- in the absence of critical remarks, registers the borrower and submits to the khokimiyat a positive opinion on the advisability of providing a guarantee for a mortgage loan.

This procedure is valid until August 1, 2022.
