Tashkent, Uzbekistan (UzDaily.com) — On 12 December, the President of Uzbekistan signed a decree aimed at stimulating the mechanization of agriculture.
According to the decree, until 1 January 2027, cotton-picking, grain-harvesting, garden combines, and seedling uncovering machinery will be exempt from customs duties and recycling fees.
This exemption will apply if the machinery is imported by local dealers or meets the requirements set by law.
In addition, customs duties will be waived for spare parts and components imported by local agricultural machinery manufacturers for their own needs, in line with a specialized list. This exemption will be valid until 2028.
From 2025, exemptions on agricultural machinery supplies will only apply to machines manufactured by local producers and official dealers. This includes subsidies, financial support, as well as tax and customs exemptions.
Starting from March 1, the registration and operation of new tractors and combines without GPS trackers will be prohibited. From 2028, only precision seeders will be used for cotton and wheat planting for the main harvest.
Furthermore, from 2025, land and property tax rates for enterprises engaged in the repair of agricultural machinery, agro-technical services, laser leveling of sowing areas, defoliation, and cotton ginning will be halved for the next three years. These exemptions do not apply to cluster enterprises.
The government will also support the training of tractor drivers and agricultural machinery service specialists. Training costs for unemployed youth in these fields will be reimbursed from the Employment Support Fund based on enterprise requests.
