CERR conducted a linguistic analysis of the III meeting of President Shavkat Mirziyoyev with entrepreneurs

Tashkent, Uzbekistan (UzDaily.com) -- Experts from the Center for Economic Research and Reforms (CERR) conducted a linguistic content analysis of the speech of the President of Uzbekistan Shavkat Mirziyoyev at a meeting with entrepreneurs. Using descriptive words, the analysts identified what the head of state paid the most attention to in his speech.

On 18 August, the third open dialogue between President Shavkat Mirziyoyev and entrepreneurs took place at the International Congress Center in Tashkent. The first such meeting was organized on 20 August 2021. At the suggestion of the head of our state, this became a tradition and this day was designated in the country as the “Day of Entrepreneurs”.

Representatives of business working in various sectors of the economy were invited to the meeting. The head of state put forward important initiatives to create more favorable conditions for the expansion of entrepreneurial activities and the implementation of new projects, and the elimination of problems hindering business development.

In his speech at the dialogue with entrepreneurs, President Shavkat Mirziyoyev outlined five main areas. Each of them covers many initiatives:

The first direction is new opportunities for small businesses.

The second direction is initiatives for medium-sized businesses.

The third direction is entering new markets with a high-quality and competitive product.

The fourth direction is the increase in highly profitable enterprises.

The fifth direction is the simplification of tax administration, the elimination of bureaucracy.

According to the results of a parallel study conducted by the CERR, 46% of entrepreneurs assess the current state of their business as “good”.

Using descriptive words, the experts of the Center identified what the head of state focused more on.

In total, Shavkat Mirziyoyev used 3,884 words in his speech.

An analysis of the President’s speech showed that the most pressing problems of entrepreneurs are taxes and loans.

The most frequently used words of the President in a speech at a meeting with business representatives were such words as “entrepreneur”, “enterprise”, “system”, “products”, “credit” and “fund” (Fig. No. 1).

In particular, the word "entrepreneur" was used 79 times, the word "business" 50 times, the word "tax" 35 times, the word "enterprise" 35 times, the word "system" 22 times, the word "product" 21 times, the word "credit » 21 times and the word "fund" was mentioned 18 times. "Bank" and related words were mentioned 15 times.

Of the two-word phrases, the phrase “small business” is mentioned 14 times, the phrase “value added” 8 times, the phrase “medium business” 10 times, the phrase “open dialogue” 8 times, the phrase “business development” 4 times and the phrase "Entrepreneurship Fund" 3 times. Of the three-word phrases, the phrase "value added tax" occurs 6 times, the phrase "business development bank" 4 times, the phrase "small business centers" 4 times, the phrase "brand attraction" 4 times, the phrase "small business projects" 3 times, the phrase "Industrial Development Fund" 3 times.

During an open dialogue with entrepreneurs, the head of our state noted 8 important innovations. In particular, a comprehensive ecosystem will be created to train small entrepreneurs in entrepreneurship, develop projects for them, finance their activities, search for markets for their products and partners for their business.

In addition, if an entrepreneur invests 10% in a small business project, then 45% will be invested by the Business Development Bank itself, and the remaining 45% will be invested from state support resources.

Qishloq Qurilish Bank will be transformed into a Business Development Bank. The activities, as well as the way it works and the financing mechanisms of this new bank will be new.

In order to create relief for business representatives, loans to entrepreneurs will be issued for a period of 5-7 years on favorable terms. Credit lines for US$150 million of these funds will be opened from October 1.

Also to take the business to the next level for entrepreneurs who have established their business and have a clean “credit and tax history”, collateral requirements will be reduced by 50% when obtaining a loan.

The Entrepreneurship Fund will introduce a “mortgage of services” system in the areas of tourism, trade and services. From now on, entrepreneurs will be offered ready-made projects for such objects as a hotel, restaurant, shopping mall, parking lot, gas station, camping.

An additional US$100 million will be allocated to compensate for logistics costs. Another US$25 million will be allocated for certification of products abroad, the introduction of international standards and the training of specialists in this field.

Also, 50 million soums of grants will be provided to enterprises that attract large brands.

The results of the analysis showed that 18% of the President’s speech was devoted to small businesses, 18% to the results of an open dialogue, 13% to simplified tax administration and a favorable environment without bureaucracy, 13% to medium-sized businesses, 13% to the production of high-quality and competitive products and other issues. .

The distribution of words by direction showed that the main part of the President’s speech was devoted to the development of small and medium-sized businesses, the formation of a favorable environment with a simplified tax administration system without bureaucracy, the production of high-quality and competitive products, support for large enterprises and a cluster system.

The head of our state stressed that in order to save time and money for entrepreneurs, from January 1, 2024, the submission of duplicate and outdated reports will be stopped. It was indicated that all reports will be submitted through a single electronic system, and their paper form will be abolished.

“Of course, it will not be easy for us to implement the plans and programs outlined for the next years. And we must openly say this. But with such resolute, courageous and enterprising entrepreneurs, hardened in life’s trials, whose words do not diverge from deeds, we will definitely reach the planned milestones,” the President said in conclusion of his speech.
