Central bank takes control of the return of banking fees unnecessarily collected from consumers

Tashkent, Uzbekistan (UzDaily.com) -- A message published under the headline “Where does the money go? Clients of Aloqabank complain that 20 thousand soums disappear when cashing out, and without any notification” on the website Podrobno.uz, the Service for the Protection of Consumer Rights of Banking Services of the Central Bank has been taken under the control.

Based on the explanations of Aloqabank on this issue, the reason for not collecting excessive banking commission from consumers when withdrawing cash from bank cards belonging to the international payment system UnionPay International through ATMs of JSC Aloqabank was a technical failure in the classification system of payment transactions.

In accordance with this, instructions were sent to the board of Aloqabank regarding the full return of the excessively charged banking commission to the affected consumers, as well as taking appropriate measures to prevent the recurrence of such cases in the future, by identifying the factors that caused the technical failure.

In addition, in the course of studying the work carried out in the field of protecting the rights of consumers of banking services, cases of collection by Savdogarbank when issuing credit funds of one-time payments that were not provided for in the bank’s tariffs and loan agreements concluded with some customers were also identified.

For this offense, the Central Bank applied penalties in the prescribed manner against Savdogarbank, as well as gave instructions on the full refund of unreasonably collected one-time payments to affected customers and to prevent the repetition of such cases in the future.

Based on the above cases, the Banking Services Consumer Protection Service of the Central Bank reminds all commercial banks to prevent an increase in consumers’ liabilities and damage their legitimate interests due to problems in the bank’s software, collect payments from consumers that are not specified in the banking service tariffs and the agreements concluded with them, and also prevents the application in accordance with the legislation of sanctions against banks that allow such cases to arise in their activities.
