By 1 May, Uzbekistan to announce tenders worth US$1.2 billion for the implementation of 129 Projects

Tashkent, Uzbekistan (UzDaily.com) — By 1 May 2025, tenders are expected to be held for 129 lots totaling US$1.2117 billion. This was announced by Ogulinur Ataev, Deputy Head of the Department at the Ministry of Investments, Industry and Trade.

In 2025, as part of 117 projects worth a total of US$19.4 billion, implemented with the participation of international financial institutions and foreign government organizations, US$5.3 billion is expected to be utilized. In the first three months of 2025 alone, US$717 million has already been utilized, which is 107% more than in the same period of the previous year.

The main areas of fund allocation include agriculture and water management (US$189.5 million), transport infrastructure (US$180.5 million), energy (US$157.3 million), utilities (US$86 million), the economic and financial sector (US$45.3 million), healthcare (US$17.9 million), digitalization (US$15.9 million), and education (US$5 million).

As part of current projects, the following work has been carried out: network schedules for all 117 projects have been developed and approved; loan agreements worth US$258 million have been signed for five projects; and feasibility studies for six projects totaling US$945.7 million have been approved. Design and estimate documentation has been prepared for 223 procurements worth US$411 million within 12 projects, and tenders have been announced for 223 lots worth US$424 million within 28 projects. A total of 227 contracts have been signed under 25 projects for US$333 million, including 67 tenders worth US$58 million awarded to local companies. Practical work has already started on 12 projects with total funding of US$1.3 billion.

Evaluation documents have also been approved for new projects, including the development of mobile and fixed data transmission infrastructure for Uztelecom under the “Public Safety” and “Smart City” concepts (US$500 million), and the World Bank project to improve national irrigation systems and enhance energy efficiency (US$240 million).

To fulfill the investment utilization plan for 2025, a number of steps have been proposed. First, by 1 May 2025, design and estimate documentation must be prepared for 215 lots worth US$219 million, and by 1 May 2025, tenders must be announced for 129 lots worth US$1.2117 billion. These include projects for Uzbek National Power Grids JSC (8 lots worth US$93 million), UzGidroEnergo JSC (3 lots worth US$277 million), Uzsuvta’minot JSC (35 lots worth US$256 million), the Ministry of Water Resources (3 lots worth US$177 million), the Ministry of Agriculture (6 lots worth US$86 million), the Ministry of Digital Technologies (7 lots worth US$27 million), the Ministry of Health (8 lots worth US$108 million), the Agency for the Development of the Pharmaceutical Industry (1 lot worth US$10 million), the Ministry of Economy and Finance (40 lots worth US$103 million), the Statistics Agency (1 lot worth US$27 million), and the Samarkand Regional Hokimiyat (4 lots worth US$38 million).

Second, by 15 May, feasibility studies must be approved for five projects totaling US$2.4 billion, and 11 loan agreements must be signed, which will enable the utilization of US$618 million. These projects include work for the Committee for Roads (1 project worth US$2.2 billion), the Ministry of Digital Technologies (1 project worth US$500 million), the Ministry of Water Resources (2 projects worth US$220 million), UzGidroEnergo JSC (4 projects worth US$288 million), the National Power Grids JSC (1 project worth US$66 million), the Veterinary Committee (1 project worth US$38 million), and the Ministry of Health (1 project worth US$11 million).

In addition, construction work on 300 contracts within 38 projects worth a total of US$3.7 billion must be accelerated, with US$1.5 billion expected to be utilized. The Ministry of Economy and Finance, together with the Tax Committee, must ensure the return of VAT in the amount of 62.1 billion soums to contracting organizations under three projects of the Committee for Roads within a month. The hokimiyats of Tashkent, Samarkand, and Bukhara regions must resolve the issue of allocating 6.1 hectares of land for Uzsuvta’minot JSC facilities within the same timeframe.
