Average level of consumer prices and tariffs for the month increases by 1.4%

Tashkent, Uzbekistan (UzDaily.com) -- In October 2020, the average level of consumer prices and tariffs for the month increased by 1.4%. In October 2019, on average monthly prices and tariffs for goods and services increased by 1.5%, the State Statistics Committee of Uzbekistan said.

In January-October 2020, prices and tariffs in the consumer market increased on average by 7.8%. In January-October 2019, goods and services have risen on average by 11.4%. The increase in the consolidated CPI for October 2020 in annual terms was: 11.5%.

In October 2019, compared to October 2018, goods and services became more expensive on average by 16.3%.

The average monthly CPI growth in January-October 2020 amounted to 0.8% against 1.1% in the same period in 2019.

Food products in October this year rose on average by 2.3%, non-food products- by 0.8%, services- by 0.7%.

Due to the rise in prices for food products, the consolidated CPI for the month increased by 1.0 percentage points.

The rise in prices for non-food products added 0.3 percentage points to the consolidated indicator for the month.

The increase in prices and tariffs for services increased the consolidated indicator for the month by an additional 0.1 percentage points.

The range of fluctuations in the contribution to the monthly increase in the consolidated CPI of price changes for non-food products during January-October 2020 was in the range of 0.1-0.4 p.p., for paid services to the population - in the range of 0.1-0.2 p.p. P. Against this background, the range of the contribution of food inflation during the analyzed period of the current year was wider (from -0.6 pp to 1.4 pp).

In general, in January-October 2020, the level of prices for food products increased by 10.0%, non-food products - by 6.9%, services - by 5.2%.

As in the previous months of 2020, in October of this year, the dominance of the contribution to the increase in the consolidated CPI against December of the previous year of price changes for food products remained.

By October of this year, the contribution of price changes for goods to the growth of the consolidated CPI by December 2019 reached 6.6 p.p. the Dynamics of the impact of price growth for non-food products and paid services from January to October was steadily directed towards a gradual increase (from 0.1 p.p. to 2.4 p.p. and from 0.1 p.p. to 1.2 p.p.) for food products, this indicator increased in the first four months of the year (to 3.3 p.p. in April), after which the seasonal factor was reflected in a decrease in the contribution (to 2.1 p.p. in July and 2.2 p.p. – in August), and since September again took the course to increase and by October reached 4.2 p.p.

In specific indicators, the share of the impact of price changes in food products in October 2020 was 54.2%, nonfood products - 30.4%, services - 15.4% of the total increase in the consolidated CPI by December 2019.

As for the impact of price changes in the main groups of goods and services on the growth of the consolidated CPI in annual terms, in October this year, due to the rise in prices for food products, this indicator increased by 7.2 p.p., non-food products - by 2.9 p.p., services - by 1.4 p.p.

The share of the contribution of price increases for the main groups to the increase in the consolidated CPI for October 2020 to October 2019 amounted to 62.9% of the total impact for food products, 24.9% for non-food products, and 12.2% for services.

The observed types of food products increased in price by 2.3% on average over the month. The short-term CPI versus the previous month in this group was largely influenced by the rise in prices for eggs, fruits and vegetables, sugar, and meat products.

Since the beginning of 2020, the average growth in prices for goods in this group amounted to 10.0%, with an average monthly growth of 1.0%. Compared to October 2019, food prices increased by 17.0% on average.

Of the main observed groups of food products in October this year, the most significant price increases were recorded for eggs (17.7%), oil and fats (9.5%), fruits and vegetables (3.2%), as well as for sugar, tea and other food products (2.3%). Dairy products for the month added in price by 0.9%, meat, poultry and fish, alcoholic products - by 0.7%, bakery products - by 0.5%. Prices in the public catering sector in October increased by 1.3%.

Compared to the end of 2019, the most significant price increases were recorded for eggs (34.3%), oil and fats (20.2%), meat, poultry and fish (15.0%), as well as for bakery products (13, 7%). Sugar, tea and other food products have become more expensive over the past ten months by 8.6%, dairy products - by 8.4%, alcoholic and non-alcoholic drinks - by 5.6% and 3.2%. Fruits, vegetables and potatoes, compared to the end of last year, became cheaper by 3.3%. Prices in public catering have increased over this period by 10.4%.

The peak of growth in prices for bakery products during JanuaryOctober 2020 was recorded in April, when prices for goods in this group increased by an average of 4.3%. The average monthly CPI growth in January-October in this group was 1.3%.

Among bakery products (including cereals and legumes), higher prices for peas (2.8%), as well as rice and rice cuts (1.2%) were noted for the month than for other goods in this group. A decrease in prices for the month was recorded for beans (-1.2%), mung bean (-1.0%) and buckwheat (-0.4%).

Since the beginning of the year, buckwheat (1.5 times) and beans (1.3 times) have risen more than others.

The peak of growth in prices for meat, poultry and fish was registered in September (3.8%), and their minimum increase was in January, June and July (0.4% each).

The CPI for these products in October this year against December 2019 amounted to 115.0% with an average monthly growth of 1.4%.

In October of this year, meat products increased in price by 0.7% on average over a month (15.0% since the beginning of the year). Over the month, pork added in price by 1.2% (11.3%), lamb - by 1.0% (22.1%), boneless beef - by 0.9% (18.2%), other beef - by 0.7% (18.2%), minced meat - by 0.7% (14.9%). Poultry meat, on the contrary, became cheaper by 0.3% over the month, while compared to December 2019 it rose in price in the range of 1.4-4.3%. Prices for live and chilled fish decreased by 0.6% over the month, and increased by 9.8% since the beginning of the year

In October, a peak of growth in egg prices was recorded (by 17.7% over the month). The CPI for eggs in October this year to December 2019 amounted to 134.3%, and the average monthly growth of the index reached 3.0%.

The dynamics of prices for dairy products in January-October 2020 is characterized by an upward trend. The maximum monthly prices in this group increased in April (2.5%), the minimum - in July (0.1%). The increase in prices in October for the month amounted to 0.9%. The CPI for dairy products in October this year against December 2019 amounted to 108.4% with an average monthly growth of 0.8%.

Among dairy products, prices rose more significantly than others for milk (1.0 - 1.7%), kefir, yogurt (1.2%) and cream (1.1%). Since the beginning of the year, the most significant price increase was recorded for fresh milk (12.0%), kefir and yogurt (10.4%).

From January to October 2020, the peak of growth in prices for a month for fruit and vegetable products was noted in April (6.6%), and a decrease in June (-8.4%). In October, prices for fruits, vegetables and potatoes grew by 3.2% over the month. At the same time, the average level of prices for these products in October this year against December last year decreased by 3.3%.

Among the goods of this group in October, the most pronounced increase in prices for fresh cucumbers and tomatoes (1.7 times and 1.5 times, respectively). Along with this, a decrease in prices was recorded for lemons (-20.3%), garlic (-5.3%), pomegranates (-4.4%), carrots (-2.4%).

Lemons (by 2.0 times) continue to hold the lead in terms of price growth relative to the end of 2019, and bell peppers (by 84.2%) in terms of decline.

In October, a peak in the growth of prices for sugar, tea and other products (2.3%) was registered. The CPI for this group of goods in October this year to December 2019 amounted to 108.6% with an average monthly growth of the index by 0.8%

Prices for granulated sugar in October of this year increased by 9.8% (since the beginning of the year - by 15.7%), refined sugar - by 6.1% (13.4%). Over the month, confectionery products increased in price by 1.7% (since the beginning of the year - by 8.7%), coffee and tea - by 0.5% (since the beginning of the year - by 6.1%), other food products (salt , spices, seasonings, etc.) - by 0.6% (5.2%).

October saw the most significant increase in oil and fats prices during the first ten months of 2020 (by 9.5% over the month). The average monthly CPI growth in this group of goods in January-October amounted to 1.9%. Since the beginning of the year, oil and fat products have risen in price by an average of 20.2%.

Over the past month, cottonseed oil has become more expensive by 13.6%, sunflower oil - by 11.2%, butter - by 1.6%, animal and rendered fats - by 1.5%, margarine - by 1.0%.

Since the beginning of the year, cottonseed oil has risen in price by 24.2%, sunflower oil - by 23.9%, butter - by 11.1%, animal and rendered fats - by 10.1%, margarine - by 9.7%.

Analysis of the structure of the influence of changes in prices of the main groups of food products on the value of the consolidated CPI for the month showed that the most significant contribution to the change in the consolidated indicator was made by price changes for fat and oil and fruit and vegetable products.

Due to the rise in prices for oil and fats, the consolidated CPI for the month increased by 0.28 p.p., fruits and vegetables - by 0.24 p.p., eggs - by 0.15 p.p., sugar, tea and others food products - by 0.14 p.p., meat, poultry and fish - by 0.07 p.p., bakery and dairy products - by 0.03 p.p.

In the structure of the consolidated CPI growth by December 2019, the most significant share of food products belongs to meat, poultry and fish (1.53 p.p.), as well as bread products (0.94 p.p.). Due to the rise in prices for oil and fats, the consolidated CPI increased by 0.60 p.p. by December 2019, sugar, tea and spices - by 0.51 p.p., and dairy products - by 0.29 p.p., eggs - also by 0.29 p.p. Due to the decline in prices for fruits, vegetables and potatoes, the aggregate indicator decreased by 0.26 p.p. The most significant contribution to the growth of the consolidated CPI in annual terms from food products was made by meat products (1.87 percentage points), bread products (1.33 percentage points), and fruit and vegetable products (1.32 percentage points).

Non-food products in October 2020 increased on average by 0.8%. Compared to December 2019, the increase in prices for goods of this group amounted to 6.9%, in October 2019 - 8.3%.

The average monthly CPI growth for non-food products in January-October 2020 was 0.7%. In October 2020, of the main monitored groups of non-food products, the leader in price growth per month, as in September of this year, belongs to fuel for cars, which on average increased by 1.7%

Compared to December 2019, prices for printed products (14.0%), medicines (11.5%) and construction materials (11.0%) increased most significantly

In annual terms, books, newspapers, magazines (15.5%), construction materials (12.8%) and tobacco products (10.6%) were the leaders in price growth.

As for the contribution of price changes of the main groups of non-food products to the increase in the consolidated CPI for the month, at the end of October 2020, the most significant contribution, taking into account the specific weight, was made by the increase in prices for clothing and footwear (0.13 p.p.), fuel, etc. spare parts for cars (0.05 p.p.). Due to the growth in prices for medicines, the aggregate indicator increased by 0.02 pp, household textiles, furniture, carpets and rugs - by a total of 0.02 pp, communications, personal hygiene products, detergents and cleaning products - by 0.02 percentage points, basic household goods and electrical appliances - by 0.01 percentage points. The increase in prices for other groups of non-food products in total added about 0.04 percentage points.

As well as last month, clothing (0.52 p.p.), building materials (0.36 p.p.), building materials (0.36 p.p.) from the main groups of non-food products were included in the top three in terms of contribution to the growth of the consolidated CPI in October this year to December 2019) and medicines (0.32 p.p.). In total, these groups provided about 50.4% of the total impact of non-food products

The most significant contribution to the growth of the consolidated CPI in annual terms was made by the increase in prices for clothing and footwear (0.89 p.p. in total), construction materials (0.42 p.p.) and medicines (0.36 p.p.). The total contribution of these groups to the increase in the consolidated CPI in annual terms amounted to over 58% of the total impact of non-food products.

In October 2020, tariffs for paid services to the population increased by 0.7% over the month. Compared to the end of 2019, the increase in tariffs amounted to 5.2%, with an average monthly increase in the CPI in this area for January-October 2020 by 0.5%.

In annual terms, the CPI growth for paid services to the population reached 6.1%. The leader in tariff growth in October this year belongs to passenger transport services, which increased in price by 1.8% over the month, including air services - by 5.2%, automobile - by 1.4%, rail - by 0.2%.

In general, in January-October 2020, the leadership in terms of tariff growth belongs to the services of state preschool educational organizations (15.2%), recreation services (10.0%), passenger transport (9.9%) and household services (9.7%).

In annual terms, the most significant growth in prices was recorded for services of state preschool educational organizations (15.2%), household services (12.1%) and passenger transport services (12.0%).

In October of this year, among the observed types of paid services to the population, the leadership in terms of influence on the growth of the consolidated CPI for the month was divided by household services and passenger transport services (contribution by 0.06 percentage points).

Of the main observed types of paid services to the population, the contribution of the increase in tariffs for household services (0.44 percentage points) to the increase in the consolidated CPI relative to the end of 2019 was more significant. In addition, a significant contribution was made by the increase in the cost of passenger transport services (0.31 p.p.), medical services (0.21 p.p.), as well as services of preschool educational organizations (0.08 p.p.).

As for the impact on the growth of the aggregate indicator in annual terms, the leading positions continue to be held by household services (0.55 percentage points), passenger transport services (0.38 percentage points), and medical services (0.24 percentage points), as well as services of education and preschool educational organizations (total 0.13 percentage points). In total, they provided over 92% of the total impact of the increase in tariffs for services.
