Automated system increases tax collection

Tashkent, Uzbekistan (UzDaily.com) -- The digitalization of the tax payment system is focused primarily on the needs and capabilities of taxpayers. The more accessible and simpler the mechanism, the more convenient it is for each citizen to timely fulfill all tax obligations to the state, the press service of the State Tax Committee informs.

One of the latest and successful innovations of the State Tax Committee is the “Automated Tax Collection System” or SITE.

This project in 2019 was introduced in Namangan and Khorezm regions in test mode. Residents of the regions were aware of the launch of the Special device (terminal) with the SITE program.

They had the right not to pay taxes if the inspector of the state tax service did not have this device. The check issued by the device differs from the usual one - it contains full information about the tax payment, as well as the data of the tax inspector and sends a notification in the form of an SMS about the payment to the taxpayer’s mobile phone.

In addition, the opportunity has been created to identify (find) individuals with property tax and land tax arrears in the territory of the inspector through the navigation system (GPS).

The SITE system allows the tax inspector to independently collect taxes and simultaneously records his work. At the same time, the web-based dispatching application evaluates the inspector’s work in real time.

“According to the analysis, the efficiency of the inspectors has increased by 2-3 times,” said Zarifjon Zokirov, head of the department of rendering services to individuals of the State Oil Company. - So, in the I quarter of 2019, in the Namangan region, 125 inspectors collected local taxes in the amount of 9.4 billion soums (the average amount per tax inspector is about 75 million soums). Through the SITE system, in the first quarter of 2020, 27 billion soums were collected (the average amount of fees for 1 tax inspector was 177 million soums).

Local government bodies (khokimiyats) for the purchase of 1959 units of SITE terminals from the overfulfilled part of local budgets allocated 8.4 billion soums.

At the beginning of this year, 1,118 units were put into full operation in the Jizzakh, Namangan, Samarkand, Tashkent, Ferghana and Khorezm regions, as well as in Tashkent. In these regions, according to the SITE system, in January-April 2020, 43.5 billion soums were paid to local budgets.

At the next stage of operation of the SITE terminal, it is planned to launch a new module, which will compile lists of unregistered entrepreneurs, objects with no cadastre, persons who have not concluded a lease, and subsequently monitor their legal activities.

According to preliminary estimates, with the full implementation of the SITE system in all regions of the country, revenues to local budgets in 2020 will amount to 285 billion soums. This is 35 times more than the amount of funds spent on the purchase of terminals.

After the SITE system has been launched and brought into a single mechanism in all areas, the labor activities of tax inspectors will be stimulated by evaluating their effectiveness (KPI).
