Assessment of existing opportunities for optimization, reengineering and automation of business processes in the Ministry of Finance of the Republic of Uzbekistan takes place

Tashkent, Uzbekistan (UzDaily.com) -- On 23 October 2020, a meeting was held between representatives of the international consulting company Ernst and Young Kazakhstan LLP and the Ministry of Finance. 

The meeting was chaired by Deputy Minister Odilbek Isakov and congratulated the representatives of the company on winning the tender and noted that fruitful cooperation from both sides expects during the term of the contract.

The leader of the Ernst and Young project team, Ms. Ruta Makarevichute, thanked the Deputy Minister for the warm welcome and noted that the staff of the attracted specialists consisted of highly professional experts from various fields of IT and business process reengineering. Moreover, she noted that the maximum involvement of the responsible persons of the relevant departments of the Ministry of Finance contributes to the effective implementation of project tasks.

At the end of the meeting, the parties agreed on the organization of regular meetings to monitor the successful completion of the work throughout the project.

Ernst & Young (EY) is a British audit and consulting company, one of the largest in the world (included in the "big four" audit companies). The headquarters is in London. It unites 728 offices in 150 countries of the world, with a total headcount of 230,000 people. EY is an international leader in audit, tax, public financial management (PFM) and consulting.

The Ministry of Finance of the Republic of Uzbekistan is implementing the Institutional Capacity Building Project (ICBP) funded by the World Bank. The project is in line with the government's reform priorities set out in the reform roadmap and the Action Strategy for the five priority areas of development of the Republic of Uzbekistan in 2017-2021, since it directly and indirectly contributes to the achievement of its five priority goals. In particular, it directly supports two of the three key areas of the strategy:

• sustainable transition to a market economy;

• reform of some government institutions and citizen participation.

The project consists of the following components:

- improving public financial management (budgeting, UPI, treasury, public sector accounting, internal control and audit, external audit);

- improving the conditions for market-oriented corporate sector activities (SOEs, PPPs);

- strengthening of mechanisms to support reforms.

As part of the first component, it is supposed to consider the possibilities of optimization and further automation of business processes in order to analyze the key business processes of the Ministry of Finance of the Republic of Uzbekistan, identify those that negatively affect the activities of the Ministry, and ensure their optimization and automation.

Business processes analyzed and optimized (including through automation) as a result of the project will ensure the preservation and improvement of the qualitative and quantitative indicators of the Ministry's functioning, taking into account the increased accountability, transparency and efficiency of the new system to improve business processes and make effective decisions on time
