ASR and NISI of Kyrgyzstan Agree to Expand Cooperation on Strategic Reforms

Tashkent, Uzbekistan (UzDaily.com) — A meeting was held at the Agency for Strategic Reforms (ASR) with Shumkarbek Adilbek uulu, Deputy Director of the National Institute for Strategic Initiatives under the President of the Kyrgyz Republic.

ASR Director Bahodir Rakhmatov provided a detailed overview of the agency’s main areas of activity. He highlighted efforts to implement strategic reforms and develop regions based on comprehensive analysis and effective use of domestic resources, the engagement of international experts and consultants, activities under the “Uzbekistan Country Platform”, the organization of the Forum of Promising Initiatives “For the Future”, the creation of a geoportal for social infrastructure objects, and other significant initiatives.

Special attention was given to the work of the Delivery Unit project offices, focused on implementing priority social reforms based on data, and IQAC, which ensures the adoption of international educational standards.

Shumkarbek Adilbek uulu, in turn, spoke about projects of the National Institute for Strategic Initiatives of Kyrgyzstan, including the optimization of the structure of government agencies, the introduction of a digitalization index, the annual assessment of the necessity of maintaining regional divisions of ministries and departments based on the principle of a “territorial guillotine,” and the outsourcing of certain government services.

During the discussion, particular emphasis was placed on experience sharing in digitalization, reducing bureaucratic barriers, and applying the Country Platform model to enhance government interaction with international financial institutions.

Both sides emphasized the significance of the initiatives discussed and agreed to prepare memorandums of cooperation between ASR and NISI. Additionally, it was proposed to develop “roadmaps” outlining specific directions and mechanisms for further collaboration.
