Applicants in Uzbekistan first to take tests and then choose a university

Tashkent, Uzbekistan (UzDaily.com) -- From the 2024/2025 academic year, applicants in Uzbekistan will first take tests and then choose state higher and professional educational institutions and areas of study. 

This is envisaged by the decree of the President of Uzbekistan dated May 24 “On improving the system of admission to higher educational organizations and placing state orders.”

According to the document, applicants, based on their test scores, will be able to first participate in the competition for admission to undergraduate studies and then to professional educational institutions.

The admission process for undergraduate studies at state universities will take place in two stages.

At the first stage, from 5 June to 25 June, applicants register to take tests, select a block of test subjects, language of instruction and region for taking tests. If a professional (creative) exam is required, applicants choose the university where this exam will be held. Unified programs and evaluation criteria for areas of education are approved by the relevant ministries in agreement with the Ministry of Higher Education, Science and Innovation.

Entrance exams are held in July-August.

At the second stage, after completing the tests, applicants within 15 days choose a university, bachelor's degree direction and form of study.

When entering state colleges and technical schools, applicants, after announcing the results of admission to universities, within 10 days choose a college and/or technical school, profession and specialty, as well as the form of study.

From the 2025/2026 academic year, admission to areas in which a foreign language is the first subject will be carried out on the basis of a national or international certificate confirming the level of language proficiency.

The decree also stipulates that applicants with benefits, recommended on the basis of an additional state grant without passing exams, are accepted into the first chosen direction of undergraduate studies, regardless of the form of study.

Applicants with benefits for participation in the competition for certain admission parameters (except for persons with disabilities, orphans and other preferential categories) participate in the competition in the first chosen bachelor's degree within the parameters allocated for them. If they do not pass the competition, they participate in the general competition in the areas chosen during registration.

Winners of international sports competitions are accepted for undergraduate studies in the field of physical education and sports on the basis of an additional state grant without exams, strictly by sport.

Applicants admitted on the basis of a state grant for a benefit cannot reuse this benefit.

Second and subsequent higher education is provided on a paid basis. A student admitted on the basis of a state grant is not provided with a second grant for this stage of education.
