Tashkent, Uzbekistan (UzDaily.com) – Uzbekistan plans to conduct an experiment to disconnect owners from energy supplies due to rent arrears.

First Deputy Minister of Construction and Housing and Communal Services Sherzod Khidoyatov announced plans to conduct such an experiment in the city of Navoi.

Disconnection from power supply will occur due to non-payment of mandatory contributions and payments for the maintenance, operation and repair of the common property of apartment buildings, as well as for the improvement of adjacent land plots.

Khidoyatov noted that the procedure for this has already been developed, and the billing system is integrated with the Regional Electric Networks system. However, the entry into force of this procedure is possible only after amendments are made to the law on the electric power industry, which must be adopted by parliament and signed by the president.

In addition, Khidoyatov announced plans to limit electricity charges in case of debt for garbage collection, but this also requires changes to the legislation.

According to Khidoyatov, such measures should lead to positive results. He emphasized that because of several unscrupulous owners who do not pay for utilities, other residents of the building should not suffer, who pay rent and garbage collection on time.

He noted: “Everyone must pay on time. The practice with electricity and gas, which are turned off online if payment is late, has had a good effect. We strive to serve residents of apartment buildings and maintain cleanliness at landfills, but there are problems with payment.”
