A special “business without a license” regime to be introduced in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- The Presidential Decree “On measures to reduce mandatory requirements, simplify licensing and permitting procedures in the field of entrepreneurship” was adopted.

According to the Decree, from 1 March 2024, 22 types of licensed activities and permitting documents will be cancelled.

Also, from 1 March 2024:

- legal entities in case of voluntary payment within fifteen days of 50 percent of the amount of the fine imposed on them for committing offenses in the field of licensing, permitting and notification procedures, within thirty days - 70 percent, are exempt from paying the remaining part of the fine;

- in the process of issuing a license or permitting document, a procedure is being introduced to remotely assess the compliance of applicants with the requirements and conditions of licenses and permitting documents using video communications;

- a business entity is allowed to indicate the place of residence of the founder as a postal address during its state registration or re-registration.

The procedure for reserving funds in the Safe Tourism Fund in the equivalent of US$15,000 for the implementation of tourism activities in the direction of “outbound tourism” is canceled by introducing a procedure for compulsory risk insurance for tour operators in the event of emergency situations.

From 1 March 2024 to 1 January 2025, as a legal experiment, a special regime “Business without a license” will be introduced, defining a transition and adaptation period of up to three months for starting activities to operate X-ray equipment and carry out veterinary laboratory diagnostic work.
