A moratorium on new obligations for small businesses introduced in Uzbekistan
Tashkent, Uzbekistan (UzDaily.com) — From 1 July 2025, a three-year moratorium will be introduced in Uzbekistan on the adoption of new regulatory acts that impose additional obligations on small and medium-sized businesses (SMEs). The corresponding decree was signed by President Shavkat Mirziyoyev.
The introduction of new regulatory requirements will now be allowed only twice a year, on 1 January or 1 July. Exceptions are made for regulations related to citizen safety, emergencies, and obligations to the World Trade Organization.
Additionally, small businesses will be exempt from administrative liability for first-time violations in trade and entrepreneurship during their first year of operation until 2028.
Starting from 1 September, tax inspections will not be conducted during the voluntary liquidation of a business if it meets three criteria:
- Total income over three years does not exceed 10 billion soums.
- No outstanding debts to the budget or creditors, and regular submission of reports.
- Low risk of violations according to the "Risk Analysis" system.
Furthermore, the Central Bank and the Chamber of Commerce and Industry have been tasked with organizing weekly meetings with entrepreneurs in the regions and creating a special platform to address their concerns.
