A draft Concept for the development of the "Electronic Government" system in the Republic of Uzbekistan for 2020-2025 discussed

Tashkent, Uzbekistan (UzDaily.com) -- On 16 September 2019, a press conference was held in the conference hall of the Agency for Information and Mass Communications under the Presidential Administration of the Republic of Uzbekistan with the participation of the leadership of the National Agency for Project Management under the President of the Republic of Uzbekistan, the Center for e-Government Project Management and digital economy under the Agency, as well as the Digital Trust Foundation for the Development of the Digital Economy.

The participants in the press conference were introduced to the current state of the e-government sphere and the prospects for its development.

According to the Decree of the President of the Republic of Uzbekistan No. PP-5598 “On additional measures for the implementation of the digital economy, electronic government, as well as information systems in the public administration of the Republic of Uzbekistan” from 13 December 2018, the Agency is the authorized body in the field of electronic government, as well as the implementation of information systems in public administration, responsible for the development and implementation of a unified state policy and the coordination of activities of state bodies and organizations in this field.

The press conference presented key indicators of the e-government sphere, the priority tasks of the Agency and the Center, and demonstrated the opportunities for the population to use the Unified portal of interactive public services.

In particular, it was noted that a draft Concept for the development of the e-Government system in the Republic of Uzbekistan for 2020-2025 was developed, the strategic goal of which is to ensure the transition to the next stage of e-government maturity - the development of an integrated government aimed at:

- unconditional implementation of a unified technological approach in the implementation and development of information systems, information resources and databases of government bodies;

- ensuring the principle of centralized storage, processing and data exchange;

- the application of agreed, complementary and unified methods and approaches of interaction of participants in the e-government system.

In addition, the participants in the press conference were presented with a draft key indicators for assessing the effectiveness of the concept.

One of the significant parts was the presentation of the new version of the Unified portal of interactive public services (EPIGU). Current changes in the portal are aimed at further development and implementation of information technologies in the spheres of the economy and social life of the population, increasing the efficiency of public administration, creating favorable conditions for the development of business and private entrepreneurship, simplifying access to public services and improving usability.

The main feature of using EPIGU is its adaptive lightweight design. The user does not have to have a desktop computer, it is enough to go through authorization once using a smartphone or tablet. Using the portal opens up a wide range of possibilities for obtaining public services, finding the necessary information, promptly resolving business issues and much more.

In the updated version of the portal, unlike the old one, the opportunity has been created to get acquainted with all state services without mandatory authorization in a single identification system.

It also touched on such an important topic as the examination of projects for the creation of information systems in government bodies, examined the shortcomings in the development and implementation of projects for the implementation of information and communication technologies in the framework of the "Electronic Government" system.

In particular, the absence of uniform standards, the fragmentation of information systems of ministries and departments, the non-compliance with existing requirements for the mandatory determination of customers and sources of funding for the creation of information systems was noted.

Particularly emphasized is the need to ensure a unified architecture of the E-Government system for effective interagency cooperation, improving the quality and improving the procedures for the provision of electronic public services.

Along with this, representatives of the Agency, the Center and the Fund answered questions from media representatives and bloggers.
