Tashkent, Uzbekistan (UzDaily.com) - On 20 November, Moscow hosted the XXVI meeting of the Coordinating Council of Heads of Tax Services of the CIS Member States (CEACS). It was attended by representatives of the delegation of the State Tax Committee of Uzbekistan, headed by the Chairman of the State Tax Committee Behzod Musaev.

The CEACC is a proven platform for the interaction of the CIS countries in discussing key issues of the modern tax agenda. The XXVI meeting of the CEACC is devoted to a relevant topic - tax administration in the digital economy.

It was noted that the digital transformation affects all social and economic spheres and poses new challenges to tax authorities around the world. Digitalization is changing established processes, business models, so tax authorities must adapt to the digital environment.

In recent years, in Uzbekistan, under the leadership of President Sh. Mirziyoyev, unprecedented steps have been taken in reforming the tax system. The main idea is to create a new tax system in which equality, simplicity, certainty and efficiency should become fundamental principles.

“We have identified the main priority for ourselves - the formation of partnerships with bona fide taxpayers,” said B. Musaev, Chairman of the State Tax Committee of the Republic of Uzbekistan during the speech. -This is certainly a great responsibility and hard work for the tax authorities, and we managed to take the first bold steps in this direction.

The achievement of such results was preceded by a lot of work to create a partnership space between tax authorities and taxpayers. As a result of this, in just 10 months of this year, we managed to increase the number of income tax payers to about a million people, the number of VAT payers - 12 times and tax revenues 1.6 times, B. Musaev emphasized.

Uzbekistan has approved the Strategy for Improving Tax Administration, which provides for the widespread introduction of IT technologies. Since January 1, 2020, Uzbekistan is one of the first in the world to switch to the compulsory processing of electronic invoices (ESF) and online cash register.

Today, already 35% of VAT payers have switched to ESF, which significantly reduced their costs in doing business and fulfilling tax obligations. Especially for ESF users, a mobile application has been developed with which you can create and send ESF to your counterparty.

Marking of excisable goods is introduced, which ensures the creation of a digital traceability system and the transition to a risk-based model of tax control. Along with this, together with IMF experts, the WB is testing Big Data big data technologies to create tools for creating a risk map and increasing the efficiency of tax administration.

All this will allow Uzbekistan to implement the concept of a complete digitalization of the tax system and achieve the main goal of becoming a reliable partner for bona fide taxpayers. The CEEC has proven that we are on the right track.
