A delegation of Uzbekistan takes part in the 99th meeting of the CIS Economic Council

Tashkent, Uzbekistan (UzDaily.com) -- On 22 September 2023, a regular meeting of the CIS Economic Council was held under the chairmanship of the First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic, Chairman of the Economic Council of the Commonwealth of Independent States Adylbek Kasymaliev. It was held in video conference format. A wide range of issues of economic cooperation between the CIS member states was considered. This was reported by the press service of the CIS Executive Committee.

The meeting was attended by Co-Chairman of the CIS Economic Council, Deputy Prime Minister of the Republic of Kazakhstan Serik Zhumangarin, Co-Chairman of the CIS Economic Council, Deputy Prime Minister of the Russian Federation Alexey Overchuk, Member of the CIS Economic Council, First Deputy Prime Minister of the Republic of Azerbaijan Yagub Eyubov, Member of the CIS Economic Council , Deputy Prime Minister of the Republic of Uzbekistan Jamshid Kuchkarov, Minister of Economic Development and Trade of the Republic of Tajikistan Zavki Zavkizoda, Deputy Minister of Foreign Affairs of the Republic of Armenia Mnatsakan Safaryan, Plenipotentiary Representative of the Republic of Belarus in the Commission on Economic Issues under the Economic Council of the CIS, Special Representative of the Republic of Belarus on Integration Issues cooperation within the Union State, EAEU, CIS, CSTO, Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to the Russian Federation Dmitry Krutoy, Ambassador Extraordinary and Plenipotentiary of Turkmenistan to the Russian Federation Batyr Niyazliev, Secretary General of the CIS Sergey Lebedev.

The heads of delegations exchanged views on current issues of economic cooperation in the CIS.

Particular attention during the meeting was paid to the issue of the activities of CIS industry cooperation bodies in the economic sphere in 2018–2023. Director of the Economic Department of the CIS Executive Committee Mikhail Myskin made a report on this topic. The information presented to the members of the Economic Council accumulates information about 38 CIS sectoral cooperation bodies created in almost all major areas of economic interaction between the CIS member states. An analysis was carried out of the organization of the activities of the CIS industry cooperation bodies and its results from the point of view of compliance with the norms, goals and objectives laid down in their basic documents.

This analysis indicates that, in general, most of the key tasks stipulated by the basic documents are being fulfilled, industry cooperation bodies are actively promoting the development of interaction between the CIS member states in the most important sectors of the economy, and improving the regulatory legal framework for integration processes within the Commonwealth.

At the same time, the changes that have occurred over the long history of their activities, the rapidly changing situation in global and regional economic relations, the change in the technological structure, and environmental challenges require improving the work of the CIS industry cooperation bodies.

During the meeting, a report was heard from the Deputy Minister of Health of the Russian Federation, Evgeny Kamkin, and the Action Plan for the implementation of the Strategy “Health of the Population of the Member States of the Commonwealth of Independent States” for 2024–2025 was approved. The document provides for the main areas of cooperation, it reflects the frequency and timing of activities, expected results, and also indicates the bodies and organizations responsible for their implementation.

Members of the Economic Council reviewed information from the Chairman of the Intergovernmental Council for Cooperation in the Field of Veterinary Medicine, Director of the Veterinary Service of the Kyrgyz Republic A. Zhuspov on the activities of the council in 2019–2022. It was noted that the issues under consideration and their practical implementation in the CIS member states, the need for multilateral interaction and exchange of information about the epizootic situation make the Council a sought-after body that works in constant contact with the CIS member states and ensures coordination of actions related to preventing the spread of acutely infectious diseases animals.

During the meeting, the draft Set of Measures for the Implementation of the Agreement on Cooperation of the CIS Member States in the Mining and Metallurgical Industry from 28 October 2016, prepared to enhance the joint activities of the CIS Member States in the ferrous and non-ferrous metallurgy industries, was approved. The project of the Complex provides for activities in the field of enrichment and processing of raw materials of non-ferrous, rare and precious metals, production of non-ferrous and rare metals, production of new materials and alloys with special properties, inter-industry cooperation in the production of innovative products for the construction industry, automotive industry, utilities, oil refining , petrochemical, chemical, engineering, shipbuilding industries, in the field of cooperation to improve personnel competencies in the mining and metallurgical industry, as well as measures to ensure sustainable development of the mining and metallurgical industry.

The document will be submitted for consideration to the Council of Heads of Government of the CIS.

Members of the Economic Council also reviewed a report on the activities of the Interstate Council for Cooperation in Scientific, Technical and Innovation Spheres in 2018–2022. In particular, it was noted that the Council ensures coordination of the processes of scientific, technical and innovative cooperation in the CIS, develops proposals that contribute to innovative development, strengthening the integration of research, production organizations and business structures of the CIS member states, increasing scientific, technical and innovative activities, etc. The Council also takes an active part in the development of the regulatory legal framework in the scientific, technical, technological and innovation fields.

During the meeting, the draft Regulations on technological platforms were approved within the framework of the Interstate Program for Innovative Cooperation of the CIS Member States for the period until 2030, developed in order to enhance the efforts of business, science, government, civil society and other stakeholders to create and promote promising technologies, new products, attracting additional resources for research and development, improving the regulatory framework in the field of scientific, technological and innovative development

The adoption of the Regulations will create conditions within the CIS to accelerate the implementation of the Program and increase the efficiency of the implementation of its initiatives and activities. The document will be submitted for consideration by the CIS State Pedagogical Committee.

Information on the Interstate Target Program “Reclamation of the territories of states affected by uranium mining production” was presented to the attention of members of the Economic Council. Management and operational control over the implementation of the Program is carried out by the Program Directorate, which includes representatives of the State Atomic Energy Corporation Rosatom, national government customers of the Program and the CIS Executive Committee. It is planned to submit the document for consideration by the CIS State Duma.

The draft Interstate Program for Cooperation between CIS Member States in the field of geodesy, cartography, spatial data, geographic information technologies, remote sensing of the Earth, cadastral registration and registration of rights to real estate for the period until 2026 was reviewed. The implementation of the Interstate Program is aimed at eliminating the main systemic problems in the field of geodesy, cartography, geoinformation technologies, remote sensing of the Earth, cadastre and registration of rights to real estate. It is planned to submit the document for consideration by the CIS State Duma.

In addition, by the Decision of the Economic Council, the status of the basic organization of the scientific and technical organization of the member states of the Commonwealth of Independent States in the field of geodesy, cartography, cadastre, spatial data and geoinformation technologies was given to the public law company Roskadastre. The basic organization in the field of geodesy, cartography, cadastre, spatial data and geoinformation technologies has become the public law company Roskadastre.

During the meeting, issues related to the financing of CIS bodies, joint measures to respond to emerging problems, development of cooperation between member states of the Commonwealth in the areas of intellectual property, prevention and control of rabies, road safety, improving the quality of life of war veterans - participants in local conflicts were discussed and members of their families. Some of them will be sent to the Council of Heads of Government for consideration at the next meeting.

The next meeting of the CIS Economic Council is scheduled for 8 December 2023 in Moscow.
