A delegation of Uzbekistan takes part in the 95th meeting of the CIS Economic Council in Moscow

Tashkent, Uzbekistan (UzDaily.com) -- On 23 September 2022, a regular meeting of the CIS Economic Council was held in Moscow under the chairmanship of the Deputy Prime Minister - Minister of Trade and Integration of the Republic of Kazakhstan, Chairman of the Economic Council of the Commonwealth of Independent States Serik Jumangarin, during which a broad range of issues of economic cooperation between the CIS member states.

The meeting was attended by First Deputy Prime Minister of the Republic of Azerbaijan Yagub Eyubov, Vice Prime Minister of the Republic of Armenia Mher Grigoryan, Deputy Prime Minister of the Republic of Belarus Igor Petrishenko, First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic Adylbek Kasymaliev, Deputy Prime Minister of the Russian Federation Alexei Overchuk , First Deputy Prime Minister of the Republic of Tajikistan Davlatali Said, Deputy Prime Minister of the Republic of Uzbekistan, Minister of Economic Development and Poverty Reduction of the Republic of Uzbekistan Jamshid Kuchkarov, Ambassador Extraordinary and Plenipotentiary of Turkmenistan to the Russian Federation Batyr Niyazliev, Advisor to the Embassy of the Republic of Moldova in the Russian Federation Alexander Chetraru, Chairman of the CIS Executive Committee Sergey Lebedev.

The heads of delegations exchanged views on topical issues of economic cooperation in the CIS, in particular, discussed the implementation of the List of joint response measures to emerging problems adopted at the June meeting of the Economic Council. The first results of this work are presented.

The issue “On the draft Agreement on free trade in services, establishment, operation and investment” was considered. Mikhail Myskin, Director of the Economic Cooperation Department of the CIS Executive Committee, presented information on it. The main objectives of the preparation of the draft Agreement are to ensure the sustainable development of the functioning of the free trade zone for both services and goods, the liberalization of the conditions for investment activities, which predetermines the flow of goods and services. The presence in the draft Agreement of provisions regulating investments, establishment and activities of companies is a significant incentive for ensuring a favorable business climate for the states-participants of the Agreement and creating favorable conditions for further economic growth of the states-participants of the CIS.

The Chairman of the Interstate Council for Cooperation in Science, Technology and Innovation, Chairman of the State Committee on Science and Technology of the Republic of Belarus Sergey Shlychkov presented information on the implementation of the Interstate Program for Innovative Cooperation of the CIS Member States for the period up to 2030 and the formation of a common innovation space of the Commonwealth in such areas as artificial intelligence, robotics, quantum technologies.

During the meeting, the Report “On the Activities of the CIS Electric Power Council in 2019–2021” was approved, as well as the draft Agreement on Cooperation between the Member States of the Commonwealth of Independent States in preventing and responding to emergencies in the field of public health of a sanitary and epidemiological nature, prepared by the Cooperation Council in the field of healthcare of the CIS in order to implement the Decision of the Council of Heads of State of the CIS from 28 May 28 2021 were approved. The document defines the main directions and procedures for the work of specialized anti-epidemic brigades, and defines the priority passage through the state borders of the parties.

Within the framework of the meeting, the drafts of the Concept of Digital Transformation of Industries of the Chemical Complex of the CIS Member States and the Plan of Priority Actions for its Implementation, was considered. The main objectives of the Concept are: formation of a common vision of the digital transformation of the chemical complex; expansion of mutually beneficial cooperation ties; creation, development and application of digital platforms in the chemical industry.

The drafts of the Concept of Scientific, Technical and Technological Cooperation of the CIS Member States and the Action Plan for its implementation were considered. The concept defines the goals and main tasks, fundamental principles, main forms and priority areas of scientific, technical and technological cooperation of the CIS member states.

In addition, the meeting approved the draft Interstate Radio Navigation Program of the Member States of the Commonwealth of Independent States for 2023-2026. Its implementation will ensure an increase in the efficiency of the use of radio navigation systems and facilities in the interests of the national economies of the CIS member states. Within the framework of the program, it is planned to carry out joint activities to develop and create radio navigation aids based on the use of signals from ground-based and space-based navigation systems on an electronic component base, mainly developed by the CIS member states.

The members of the Economic Council approved the draft Joint Action Plan of the member states of the Commonwealth of Independent States to combat antimicrobial resistance, as well as the draft regulation on the basic organization of health technology assessment, quality control and financing of medical care of the member states of the Commonwealth of Independent States.

The issue of the Interstate Target Program "Recultivation of the territories of states affected by uranium mining" was also considered. The information of the customer - the coordinator of the Program of the State Atomic Energy Corporation Rosatom on the implementation of the Program in 2021 was approved. The program is designed to provide safe living conditions and social rehabilitation of the population in the regions and reduce the risk of emergencies.

As part of the meeting, the Report on the activities of the Interstate Council for Antimonopoly Policy in 2018–2021 was presented.

The participants considered issues of cooperation in the economic, financial and other spheres, including those submitted by the Committee on the Affairs of Internationalist Warriors under the Council of Heads of Government of the Commonwealth Member States. Some of them will be sent to the Council of Heads of Government for consideration at the next meeting.

The next meeting of the CIS Economic Council will be held on 9 December 2022 in Moscow.
