Tashkent, Uzbekistan (UzDaily.com) -- It has become a good tradition for the Senate to regularly organize training seminars in order to effectively organize the activities of local Kengashes of people’s deputies and their methodological support, improve practical skills and qualifications of deputies.

On 19 April, another training seminar was held in the upper house of parliament, which was attended by the chairmen of the relevant standing commissions of local Kengashes of people’s deputies, secretariat specialists, representatives of legal services of local khokimiyats. The seminar was devoted to a number of topical issues.

So, first, the issue of ensuring the rule of law and law enforcement in the rule-making activities of local representative and executive authorities was considered. In this regard, the representative of the Ministry of Justice delivered his report, providing detailed information within the framework of the topic. Through this, the participants were acquainted with the innovations in the legislation on the rule-making activities of public authorities in the field.

Local representative and executive authorities have given relevant recommendations regarding shortcomings in law enforcement and their prevention in the future.

Detailed information is also provided on the unified electronic system for developing, coordinating and registering decisions taken by state authorities in the field, introduced from 1 July 2021 - the electronic system "E-qaror", its capabilities and conveniences.

The introduction of the electronic system "E-qaror" contributes to the adoption of regulations on a legislative basis, reducing the human factor and interference in their development, as well as ensuring transparency and creating opportunities for the population to constantly familiarize themselves with the regulations.

In addition, the seminar heard information from a representative of the Ministry of Finance on the results of the initiative budget process held in the first quarter of 2022 on financing the winning projects.

As you know, in 2021, the Ministry of Finance launched the Open Budget platform (openbudget.uz), which also launched the Initiative Budget.

Through the "Initiative Budget" today, the general public proposes projects to eliminate problems in the region where they live, and is directly involved in the distribution of the local budget.

As noted during the seminar, following the results of the initiative budget process held in the first quarter of 2022, 2,215 projects put forward by citizens were recognized as the winners of the vote, it is planned to allocate only 1.1 trillion soums for the implementation of these projects. In addition, it is planned to allocate an additional 85.4 billion soums for the implementation of 139 projects not recognized as winners of the vote, each of which received more than 2,000 votes.

Timely financing, ensuring the implementation of these activities, formed on the basis of public opinion, in turn, necessitates the exercise of parliamentary control. In this regard, the necessary recommendations were given on the conduct of control activities of deputies of local Kengashes.

The “Initiative Budget” system, by involving citizens in the budget process, directly serves to solve problems of concern to the population on the ground.

The deputies of the local Kengash, representatives of the secretariat also spoke at the training seminar and expressed their proposals and opinions on the agenda items.
