OAO VimpelCom, Russia’s second-largest mobile-phone company, offered to buy Golden Telecom Inc. for about US$4.2 billion to create Russia’s first integrated mobile and fixed-line provider, Bloomberg reported.

However, the offer might be acknowledged non-market and rejected as, according to rumors related to the upcoming merger, Golden Telecom shares have surged in price.
