Measures to reorganize the public transport system in Uzbekistan approved

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev signed a resolution on measures to reorganize the public transport system in Uzbekistan.

The document notes that the industry will gradually introduce the organization and financing of passenger transportation at marginal rates through gross contracts. The system of gross contracts for bus transportation will be introduced in stages until 1 June 2024, and in Tashkent from 15 April 2023.

The head of Uzbekistan canceled the practice of setting a targeted plan for carriers to collect daily fares. The document notes that such criteria as "mileage" and "quality of services" will be used for settlements with carriers.

The President instructed to create of dispatch control and control systems under the Ministry of Transport of Karakalpakstan and regional transport departments. These systems will allow you to track the performance of route indicators, control fares, and evaluate the volume and quality of services.

Carriers for each bus route will be selected through an online tender. The initial cost of the route will be calculated per kilometer of the distance traveled, taking into account the cost of transportation and 10% profitability.

The resolution emphasizes that fare payments will go to special funds of the transport authorities of the regions. The fund's funds will be used to settle accounts with carriers. The difference in income and expenses of the funds will be covered by the state budget.

The document also introduces changes to the tariff policy for public transport. In particular, preferential and free tariffs will be introduced depending on the number of transfers per hour.

Also, limit and unlimited tariff plans will be introduced for travel by transport for a period from one day to one year. Special tariffs will be launched for users of electronic payment systems.

Uzbekistan plans to purchase 2,000 buses from China - 1,000 for Tashkent and 1,000 for the regions.

In particular, it is planned to purchase 500 natural gas buses with a 12-meter cabin, 200 natural gas buses with an 18-meter cabin and 300 electric buses with a 12-meter cabin. For the purchase of buses, loans will be attracted, including those under a state guarantee.
