Tashkent, Uzbekistan (UzDaily.com) -- On 6 July, President Shavkat Mirziyoyev chaired a videoconference on priority tasks in the field of construction, architecture and urban planning.
Construction is one of the leading sectors of the economy. As a result of the wide opportunities provided in the field, the volume and scale of work have increased. Over the past five years, more than 8,000 apartment buildings for 250,000 apartments, 21,000 service and more than 10,000 social facilities, and 31,000 enterprises have been built.
Over the same period, the volume of construction work increased 4 times, amounting to 107 trillion soums in 2021, and 46 trillion soums in five months of this year.
Such growth, of course, pleases. Along with this, there are still shortcomings in the industry, primarily in design and quality assurance. Priority was given to construction, but attention to architecture has been weakened.
In this regard, at the meeting, first of all, the issues of streamlining construction and design work were considered.
In many places, previously approved master plans no longer match current demographic and economic growth. According to the analysis of foreign experts, if there are no master plans, by 2030 infrastructure costs will double, and agricultural land will be reduced by 30,000 hectares.
The meeting determined the introduction of a new system for regulating construction and design work at the mahalla, district, city, regional and republican levels.
A decision was made to establish the Republican Council for the development of master plans and master plans for the regions. The Ministry of Construction will introduce the position of Chief Architect with the status of First Deputy Minister.
Project offices will open in the regions, headed by the first deputy khokims and chief architects of the regions. Architects will lead the district and city construction departments.
Development of general and master plans will take place in 3 stages. At the first stage, the Republican Council will have to approve the main scheme of the region, indicating the directions of development for a 5-, 10- and 20-year perspective, and determine the boundaries of land and infrastructure in it. On its basis, at the second stage, a master plan for the region will be developed. It will define industrial, service and residential areas, the location of roads and infrastructure networks. At the third stage, the chief architects and first deputy khokims of regions, districts and cities will approve master plans that will specifically indicate the location of the housing stock, schools, kindergartens, hospitals, trade and service facilities.
In a word, from now on, the Ministry of Construction will not solve such issues as determining the location of the store in the mahalla or lighting the building. Such issues will be resolved at the district and mahalla levels.
The head of state touched upon the issue of improving urban planning rules and bringing them in line with international standards.
In particular, the procedure for obtaining the opinion of the technical council for projects prepared on the basis of international standards will be canceled, projects that have passed the examination abroad will be recognized directly.
In addition, the system of pricing for goods and services in construction has not been streamlined. There is no single approach to job evaluation. As a result, there is wide scope for embezzlement and corruption.
In this regard, it was decided to exclude from the urban planning rules 147 norms related to the assessment of construction work. The task was set to launch the "Construction Resources Classifier" platform and create conditions for market pricing of more than 100,000 building materials and services.
Also, in order to reduce the time for preparing projects in the Shaffof Qurilish program, an electronic catalog of standard projects of social facilities will be created. All customers, design and contractor organizations will be able to freely use them.
The meeting analyzed the activities of the companies of a single customer under the khokimiyats of the regions. Instructions were given to attract foreign managers, qualified architects and engineers to them, digitize the construction process and take into account the volume of work performed
At the same time, starting next year, the functions of the companies of a single customer for the development of pre-project documentation, technical supervision of new construction will be gradually transferred to the private sector for outsourcing.
Separately, the President touched upon the issue of construction quality.
A separate state inspectorate operates in this area, whose employees see their main task in imposing fines, it was noted at the meeting. Although 70 percent of the shortcomings in the field of construction are repetitive and easy to prevent.
In this regard, the need to review the activities of the inspection and focus its work on the analysis and elimination of the causes of systemic deficiencies in construction was indicated.
The Ministry of Construction has been tasked with digitalizing all processes from registration of objects to their acceptance into operation.
Regarding the training of personnel, the need to provide academic and financial independence to architectural institutes in Tashkent and Samarkand was emphasized. Education in them will be carried out on the basis of international educational programs. Students will be assigned to leading design and survey institutes and construction clusters.
The meeting also discussed shortcomings in mortgage lending. In particular, the budget for the current year includes 13 trillion soums of credit resources to commercial banks for 43,000 housing units and 1.2 trillion soums of subsidies for 29,000 people. However, only 28-30 percent of these funds have been disbursed so far.
In this regard, instructions were given to reduce the bureaucracy, the organization of mortgage centers that will provide comprehensive services to the population.
Ministers, khokims and their deputies reported on the discussed issues and expressed their views and proposals.
