Tashkent, Uzbekistan (UzDaily.com) -- By resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 594 (dated 22.09.21), Veolia Energy Tashkent was entrusted with the functions of operation, maintenance and management of the district heating system of the city of Tashkent. In accordance with this, from 1 July 2022, Veolia Energy Tashkent (VET) began to carry out all types of activities previously managed by SUE Toshissikkuvati.
Within the framework of the "Economic Forum of Uzbekistan", held in Tashkent on 29-30 September 2021, an agreement on state support was signed between the Ministry of Finance, the Khokimiyat of the city of Tashkent and Veolia Energy Tashkent on state support within the framework of this PPP project.
In accordance with this, the heat supply of the city of Tashkent was transferred to the management of the French company Veolia (private partner) on the terms of a public-private partnership (PPP) for a period of 30 years.
In the first 2 years, as a pilot project, Veolia will modernize (transfer to a closed system) the heating systems of 118 apartment buildings and 43 social facilities in the Bektemir and Sergeli districts of the capital.
Within the framework of the pilot project, at the expense of investments of the Veolia company (private partner) in the amount of 15 million euros, it is planned to install 13.5 thousand heat meters and 153 thousand hot water meters, purchase 142 vehicles, 451 equipment and 1 mobile a boiler house, as well as to install and reconstruct 1,142 thermal stations, modernize local boilers with a capacity of 22.3 Gcal/h, and, in particular, it is planned to reconstruct 53.4 km of heating networks.
In total, over the life of the project, the private partner will modernize 181 facilities and boiler houses, build 575.6 km of heating networks, reconstruct 841.1 km of networks, install 51.5 thousand units of heat meters and 2464.6 thousand units of hot water meters. water, as well as the purchase of 391 special equipment (cars).
To finance these works, a private partner will raise 362 million euros (of which 20 million euros - through direct investments, 342 million euros - from profits from the project) and 982 million euros - from consumer payments.
In order to prevent a sharp increase in tariffs, preferential tariffs for the population will be applied and losses will be compensated, which is why from the budget of the city of Tashkent in 2021-2027. will be allocated subsidies in the amount of 8.4 trillion soums.
10 percent of the net profit from the project will be directed to a private partner, and more than ten percent - to the Fund, created under the khokimiyat of the city of Tashkent. The Fund also receives state subsidies and part of consumer payments allocated for capital repairs.
To monitor the implementation of the project in the khokimiyat of the city of Tashkent, within the existing staffing, a special department for PPP was created, consisting of 4 employees.
As a result of the project, Veolia will increase the efficiency of heat supply by 50% and reduce heat losses from 44 to 20 percent, save annual consumption of natural gas by 45%, electricity by 25%, and drinking water by 40%. In addition, during the project period, 9.2 billion m3 of natural gas, 3.1 billion kW of electricity and 1.1 billion m3 of drinking water will be saved, which will save a total of 13.6 trillion. soums.
