Tashkent, Uzbekistan (UzDaily.com) -- On 3-4 March 2021, the Academy of the General Prosecutor’s Office and the General Directorate of Road Safety of the Ministry of Internal Affairs, together with the Japan International Cooperation Agency, organized an international scientific and practical conference on the topic: "Actual problems of ensuring road safety and prevention of offenses in this area”.
The main goal of the conference is to familiarize with the experience of Japan in the field of road safety, develop proposals for solving problems existing in Uzbekistan in this area and discuss promising issues related to the implementation of large projects to improve this area with the support of the Japan International Cooperation Agency.
The conference lasted 2 days, on the first day there was an expert discussion and exchange of views on general road safety issues, and on the second day the event continued in the form of practical discussions in the framework of 3 sessions devoted to topical issues of education in the field of road safety, enforcement road safety laws; and road engineering.
According to the World Health Organization, about 1.4 million people are victims of road traffic crashes every year. Similar statistics for the republic are disappointing, according to which, in 2020 alone, about 7 thousand road accidents occurred in the regions of the country, in which more than 1,600 people died.
Despite the fact that some positive work is being carried out in Uzbekistan to ensure road safety, nevertheless, the current situation indicates the need to improve work in this area, one of the important factors to ensure the effectiveness of which is the study of advanced foreign experience and the introduction of examples of successful practice. For example, in Japan, the statistics of road accidents and the number of deaths as a result of them show a steady decline.
It should be noted that the Academy is carrying out fruitful cooperation with the Japan International Cooperation Agency, within the framework of which in 2020-2021 a group of employees was trained on courses on the topic: "Road safety", more than ten employees were trained in courses on combating crime and corruption, administration of justice, and at Nagoya University with a Master’s degree.
In addition, it won a mini-grant competition organized by the Japan International Cooperation Agency. As part of the grant, a social video was prepared to stimulate compliance with road safety rules. The video, broadcast on central TV channels and in Internet resources, has collected many positive reviews from all over the world.
The Center for System Analysis and Research of the Causes of Crimes of the Academy analyzes crimes of a general nature, including those related to road traffic accidents and violations of traffic rules and crimes. Japanese experts are also involved in the implementation of these issues.
In addition, within the framework of the project of the Ministry of Innovative Development of the Republic of Uzbekistan "Software development on a safe road" on the basis of the Academy of the General Prosecutor’s Office, a scientific team was created to develop proposals for improving the process of obtaining a driver’s license, fixing violations and taking measures using artificial intelligence on video recorders and a number of others. questions. In this direction, the research team closely cooperates with the Main Directorate of Road Traffic Safety of the Ministry of Internal Affairs.
Within the framework of the conference, the Japanese partners announced their intention to consider the issue of developing a separate project for Uzbekistan "Road Safety" and its implementation on a gratuitous basis.
The practical result of the conference is intended to strengthen the collection of conference materials, scheduled for publication following the results of two days of the event. The collection includes scientific articles and abstracts, including research results, expert opinions, proposals and recommendations for improving road safety activities.
It is also necessary to note the participation of the general public, concerned citizens with proposals, which were also included in the collection of conference materials.
The organizers express the hope that the conference will serve as an effective platform for expert exchange of views and a solid basis for further expanding cooperation with the Japan International Cooperation Agency, including in further improving the field of road safety in Uzbekistan.
