Measures approved to improve the quality of continuing education in the areas of "chemistry" and "biology"

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev signed a resolution “On measures to improve the quality of continuous education and the effectiveness of science in the areas of “chemistry” and “biology”.
According to the document, 14 basic schools specialized in chemistry and biology will be created in each region of the republic. These schools will be equated to the status of the Abu Ali ibn Sino Specialized Boarding School for Young Biologists and Chemists.
Also, the head of Uzbekistan instructed to gradually create in the regions (cities) of the republic 150 specialized schools with in-depth study of chemistry and biology.
At the same time, 55 departments of higher educational institutions will be assigned to basic specialized schools and specialized schools to coordinate effective teaching of the subjects "chemistry" and "biology" in these schools.
Also, production enterprises will be assigned to 47 professional educational institutions that train middle-level personnel in specialties corresponding to the areas of "chemistry" and "biology", in order to effectively establish a system of training middle-level personnel for industries.
In accordance with the resolution of 11 research institutes of the Academy of Sciences and industries for 74 departments of higher educational institutions for the effective organization of the educational process in the areas of "chemistry" and "biology", and the development of subjects in higher educational institutions.
The resolution created a Commission for organizing the activities of basic specialized schools and specialized schools, headed by Deputy Prime Minister Behzod Musaev.
Until 1 December 2020, the commission, together with the Council of Ministers of the Republic of Karakalpakstan, khokimiyats of regions and the city of Tashkent, should establish the activities of basic specialized schools and specialized schools on the basis of secondary schools with a preliminary study of the potential, interest of students in the subjects "chemistry" and "biology", as well as the requirements of parents, students of these general education schools.
The Commission will also submit for approval to the Cabinet of Ministers the Targeted Program for strengthening the material and technical base, staffing, advanced training and retraining of highly qualified teaching staff of basic specialized schools and specialized schools.
The head of Uzbekistan instructed to create special funds without the status of a legal entity under the Council of Ministers of the Republic of Karakalpakstan, khokimiyats of regions and the city of Tashkent for additional financing of activities, equipment, payment of allowances to teachers, as well as financing other activities for teaching the subjects "chemistry" and "biology" in schools, specialized in chemistry and biology.
The sources for the formation of special funds are:
state budget funds;
local budget funds in the amount of at least 1 billion soums (total 14 billion soums) for each region;
additional sources and extra-budgetary funds of the Council of Ministers of the Republic of Karakalpakstan, khokimiyats of regions and the city of Tashkent;
charitable donations from individuals and legal entities;
other sources not prohibited by law.
The Ministry of Public Education was instructed to establish in the 2020/2021 academic year a phased application in the educational process of general secondary educational institutions of variable curricula in the field of natural sciences, introduced as an experiment for students showing interest in the subjects "chemistry" and "biology", and also to adopt measures to increase the proportion of hands-on activities in science curricula with a view to building practical skills in students.
The Ministry of Education, together with the Agency for the Development of Presidential, Creative and Specialized Schools, the Ministry of Finance, interested ministries and departments, within a month was instructed to approve the Plan for assessing the knowledge and pedagogical skills of teachers in the subjects "chemistry" and "biology" of specialized schools and improving the qualifications of selected candidates.
Based on the results of the assessment, starting from 1 January 2021, the amount of the established allowance to the base wage rate of teachers in the subjects "chemistry" and "biology", as well as management personnel (director and deputy director for specialized subjects), admitted to specialized schools and basic specialized schools.
The Ministry of Public Education, together with the Agency for the Development of Presidential, Creative and Specialized Schools, the Ministry of Finance, interested ministries and departments, within two months was instructed to develop and approve, in the prescribed manner, the Procedure for the payment of allowances to the base tariff rate of teachers in the subjects "chemistry" and "biology", as well as leading personnel (director and deputy director for specialized subjects) admitted to specialized schools and basic specialized schools.
The State Testing Center, together with the Ministry of Higher and Secondary Specialized Education, the Ministry of Public Education, the Academy of Sciences and the Uzstandard Agency, by 1 February 2021, will introduce the National Certification System to assess the level of knowledge in the subjects "chemistry" and "biology".
Within the framework of the National Certification System, the determination of the level of knowledge in the subjects "chemistry" and "biology", and the issuance of a confirming national qualification certificate are carried out by the State Testing Center in the prescribed manner.
Determination of the level of knowledge in the subjects "chemistry" and "biology" is carried out in a differentiated manner.
Students of general education schools, academic lyceums and vocational colleges who have received a national certificate of the level that provide a privilege, upon admission to higher educational institutions, are exempted from passing tests in the subjects "chemistry" or "biology" with the award of a maximum score, respectively, in the subjects "chemistry" or "biology".
The Ministry of Higher and Secondary Specialized Education and the Ministry of Public Education, by 1 December 2020, must analyze and take measures to improve the training programs for teachers in the subjects "chemistry" and "biology" based on the experience of foreign universities, providing in these programs:
introduction of modern pedagogical technologies into the educational process;
the implementation of joint educational programs, the organization of internships and the attraction of foreign specialists in cooperation with foreign educational institutions;
introduction of advanced criteria for assessing the performance of teachers.
The President instructed the Ministry of Innovative Development, together with the Ministry of Public Education, the Ministry of Higher and Secondary Specialized Education and the Academy of Sciences of the Republic of Uzbekistan, starting from 2021, to organize a national competition for the creation of educational and scientific literature in the subjects "chemistry" and "biology" for educational institutions based on advanced foreign experience.
Authors, recognized as winners by the results of the national competition, are encouraged by a one-time monetary reward in the amount of 100 million soums from the Fund for Supporting Innovative Development and Innovative Ideas.
Starting from 2021, once every two years, Uzbekistan will host international subject Olympiads in chemistry and biology named after Abu Raikhan Beruni among students of higher educational institutions.
Also, a system of one-time remuneration and admission to study for the corresponding specialties of magistracy of higher educational institutions of winners of international subject Olympiads without exams on the basis of a state grant is being introduced.
The Ministry of Public Education and the Agency for the Development of Presidential, Creative and Specialized Schools will regularly take organizational measures to improve the quality of teaching the subjects "chemistry" and "biology" in general secondary educational institutions, to develop schools specialized in these subjects in the regions, as well as to create new basic specialized schools and specialized schools.
