The progress of the GTL project under quarantine conditions reviewed

Tashkent, Uzbekistan (UzDaily.com) -- On 1 August 2020, at the construction site of the GTL plant in Kashkadarya region, under the leadership of the Minister of Energy Alisher Sultanov, an expanded meeting of the Ministry of Energy of the Republic of Uzbekistan and Uzbekneftegaz was held.
During the workshop, the current pace of implementation of the GTL investment project was discussed in detail, including the volume of construction, installation and pre-commissioning works of the plant, and special attention was paid to the epidemiological situation in the project area.
The meeting was attended by the heads of the Ministry of Energy, Uzbekneftegaz, Uzbekistan GTL, Shurtan Gas Chemical Complex, Eriel Group, heads of the project directorates of the consortium of the general contractor Hyundai Engineering Ltd. Co. and Enter Engineering Pte. Ltd., a project management consultant TechnipFMC, as well as responsible specialists.
The implementation of the investment project is now at the completion stage and its readiness is 90%. However, today, despite a number of preventive epidemiological measures, due to the registration of cases of coronavirus infection at the construction site, the number of workers has been significantly reduced to two thousand people, but these are temporary measures. This sharp reduction in the number of workers at the site (from 11 thousand to two thousand) is associated with the organization and testing of all, without exception, workers who are on the project territory. The number of employees is gradually increasing depending on the result of COVID-19.
Currently, a schedule is being developed for sending foreign specialists to their homeland, as well as a schedule for mobilizing new workers from the regions of Uzbekistan and from abroad to the construction site to continue construction and installation work.
On the next charter flights, it is planned to send home citizens of India, Vietnam and the PRC who have been working in the project for a long time without providing leave with the replacement of these workers with appropriate workers.
Contracting companies were instructed to develop a schedule for organizing the departure and replacement of the relevant personnel. In addition, it is mandatory for managers of various levels in disciplines and especially project managers to conduct daily educational, explanatory and motivational conversations with workers, organize leisure and psychological work at the project site.
The construction of the plant is planned to be completed at the end of this year. At the same time, salaries were saved for the employees and all the necessary conditions for living and safe work were created.
To date, special quarantine zones for 1,400 beds have been created on the territory of the project and a medical hospital for 400 beds has been organized. A special laboratory is also equipped, where the necessary medical equipment is installed, including devices for conducting PCR testing, oxygen generators, pulse oximeters and others. 5 ambulances are on duty around the clock, 30 medical specialists have been involved, and a stock of necessary medicines has been formed. The epidemiological situation at the project construction site was taken under the personal control of the leadership of the Ministry of Energy and Uzbekneftegaz.
With the commissioning of a plant for the production of synthetic liquid fuel on the basis of the Shurtan Gas Chemical Complex, the import of aviation kerosene and diesel fuel to Uzbekistan will be significantly reduced. From 2021, the plant will begin producing synthetic diesel fuel, kerosene, naphtha and liquefied gas, with a phased reaching full design capacity.
The plant will process 3.6 billion cubic meters of natural gas (methane) per year and produce 1.5 million tons of high-quality synthetic liquid fuel, including more than 307 thousand tons of jet fuel, 724 thousand tons of diesel fuel, 437 thousand tons of naphtha and 53 thousand tons of liquefied gas.
The total cost of the project is more than US$3.61 billion will be one of the most innovative production enterprises in the region, will expand the capacity for deep processing of natural gas, reduce imports of hydrocarbons, cover the country’s needs for modern, high-quality and environmentally friendly fuel, and provide the market strategic products manufactured from our own raw materials.
