Tashkent, Uzbekistan (UzDaily.com) -- The rates of the utilization fee and the list of types and categories of wheeled vehicles, self-propelled vehicles and trailers for them, for which the utilization fee is paid, are approved.
In February 2020, amendments to the laws "On Nature Protection" and "On Waste" came into force, which regulate general issues related to the disposal fee.
The disposal fee is charged from:
- individuals and legal entities upon import (release for free circulation) of vehicles to the territory of Uzbekistan;
- legal entities in the production (assembly, manufacturing) of wheeled vehicles, self-propelled vehicles and trailers for them (hereinafter referred to as vehicles) sold in Uzbekistan.
Approved rates are introduced from 1 August 2020. They vary depending on the type, category and technical characteristics of the vehicle in the range from 30 to 1,500 basic estimated values. A complete list of bets can be found here.
The following vehicles will not be levied:
- diplomatic missions or consular posts, international organizations enjoying privileges and immunities in accordance with generally recognized principles and norms of international law, as well as their employees with diplomatic status, members of their families if they do not have Uzbek citizenship;
- categories L and M1, from the production date of which 30 or more years have passed, categories M2, M3 and N (see here), not intended for the commercial transport of passengers and goods, from the production date of which 50 or more years have passed while the originals of the engine were preserved , body and frame (if any) or their restoration to its original condition;
- “temporary import” imported into the territory of Uzbekistan and registered in the customs regime.
The Ministry of Economic Development, together with the Ministry of Finance and the Goskomekologiya, should, having studied the best foreign practices, regulate the process of disposal of vehicles and their components. In particular, since 2021 it is necessary to introduce a mechanism to stimulate individuals and legal entities to voluntarily utilize worn-out vehicles.
From 1 August excise tax rates on vehicles imported into the country are canceled. The Ministry of Finance, the Ministry of Foreign Trade and the Ministry of Economic Development were also instructed to work out the issue of reducing the rates of import customs duties on them.
