Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan is a dynamically developing country in the Central Asian region, international experts note, observing changes and achievements in the country’s economic and social life.
One of the tasks assigned to the state is to improve its performance and strengthen the image of our country on the world stage. The Presidential Decree “On Improving the Position of the Republic of Uzbekistan in International Ratings and Indices, as well as the introduction of a new mechanism for systematic work with them in state bodies and organizations”, adopted recently, is aimed at these goals.
The essence and significance of the document, the tasks defined in it, the role of parliament in the execution of the decree and other issues were considered by members of the lower house of parliament during a seminar on the role of parliament in improving the position of the Republic of Uzbekistan in International Ratings and Indexes.
It was attended by deputies of the Legislative Chamber, senior officials of the Presidential Administration of the Republic of Uzbekistan, representatives of the ministries of finance and justice, the Institute of Legislation and Parliamentary Studies under the Oliy Majlis, as well as the media.
Over the past three years, positive changes have been achieved to increase the position of Uzbekistan in international ratings and indices as a result of the adoption of 12 decrees and resolutions of the head of state on the socio-economic and political-legal development of the country.
Formal contacts have been established with international rating agencies and organizations such as the World Bank, UN, UNDP, Organization for Economic Co-operation and Development, World Economic Forum, INSEAD International Business School and Economist Intelligence Unit.
The country’s role in the country’s economic ratings in the reports of international rating agencies published in 2019-2020 has increased significantly. Thus, the international rating agencies Fitch Ratings and S&P Global Ratings in 2019 maintained the country’s sovereign credit rating at BB-.
The World Bank in its annual Doing Business 2020 report published information on the four reforms carried out in Uzbekistan over the past year, which made our country one of the 20 most successful countries in business reform. In addition, in 2019, Uzbekistan took 69th place among 190 countries in this ranking and rose to 7 places.
It was noted that the Republican Council for work with international ratings and indices is being created by the aforementioned decree of the head of state. It was also established that one of the main criteria for evaluating the effectiveness of the first leaders of responsible government bodies is to improve the position of our country in international ratings and indices, which are priority for the Republic of Uzbekistan.
In addition, a document in the structure of the central apparatus of the Ministry of Justice will create an Office for work with international ratings and indices.
According to the participants of the event over the past four years, in the Index of Economic Freedom of the Heritage Fund, our country has risen by 52 positions, the Logistics Performance Index - by 19 positions, the World Bank’s Index of Doing Business - by 18 positions. Information is also given on the single portal “The Republic of Uzbekistan in International Rankings”, which is scheduled to be launched before October 1, 2020. It will provide information on the results of work in this direction.
In recent years, about 10 by-laws and regulations have been adopted in this area, but given the importance of the issue, it is necessary to improve parliamentary activity, the deputies noted.
It was also said about the need to systematically analyze the level of socio-economic and political-legal development of the country, improving the mechanism of parliamentary control and the legislative functions of the chamber.
In addition, it is advisable to study not only the economic indicators included in the international rankings, but also the ongoing democratic reforms, including human rights and public participation in the political life of the country. Members of parliament focused on the ongoing work on the compliance of the draft laws with recommendations for improving the position of Uzbekistan in international ratings set forth in the State Program for the implementation of the Strategy for Action on the five priority areas of development of the Republic of Uzbekistan in 2017–2021 in the “Year of the Development of Science, Education and the Digital Economy”.
At the end of the seminar, the necessary tasks and measures were identified aimed at further enhancing the role of parliament in improving the country’s position in international ratings.
