Tashkent, Uzbekistan (UzDaily.com) -- As of 1 January 2020, the total number of operating enterprises and organizations in the Republic reached 398,100 units.
In total, 262,000 units were involved in the service sector. The growth rate increased by 23.0% compared to the same period in 2018.
As of 1 January 2020, the share of enterprises and organizations operating in the service sector was 65.8%.
For comparison, during the surveyed period, the share of enterprises and organizations engaged in industry reached 17.7%, construction-9.1% and, only 7.4%, operate in agriculture, forestry and fishing.
As of 1 January 2020, the structure of operating enterprises and organizations related to the service sector is dominated by their share engaged in trading activities (38.6%).
The number of functioning enterprises and organizations providing accommodation and catering services is 9.8%.
The share of operating enterprises and organizations related to transportation and storage and related to the service sector in their total number reached 5.9%.
The share of operating enterprises and organizations engaged in information activities and providing communication services is equal to 3.0%.
The share of operating enterprises and organizations that provide services in the health sector, as well as social services, amounted to 3.0%.
Compared to the same period last year, the number of operating enterprises and organizations increased by 48,900 units.
For comparison, as of 1 January 2019, their number increased by 21,900 units.
In relation to the surveyed period last year, a high growth is observed in the sphere of trade activity - 42.6%.
The number of enterprises and organizations engaged in this industry increased by 30,200 units and reached 101,100 units.
There was also an increase in activities related to the provision of accommodation and catering services, which amounted to 29.4%.
The number of enterprises and organizations operating in this activity increased by 5,800 units and amounted to 25,600 units.
In January-December 2019, the number of newly created enterprises and organizations in the service sector (61.0 thousand units) increased by 29.2 thousand units compared to the previous year.
In comparison with the same period of 2018, the growth of newly created enterprises and organizations engaged in trade activities increased by 3.1 times, or reached 36.3 thousand units.
There is also an increase in the number of enterprises and organizations operating in the sphere of providing accommodation and food services. Their number increased by 3.3 thousand units and amounted to 7.2 thousand units.
At the same time, there is a decrease in enterprises and organizations engaged in other activities. Their number decreased by 0.2 thousand units and was recorded at the level of 11.4 thousand units.
In comparison with January-November 2019, the number of newly created enterprises and organizations increased by 4 478 units. In trade, their number increased by 2 822 units.
In addition, there is an increase in newly created enterprises and organizations that provide other types of services. Their number increased by 774 units.
During the surveyed period, an increase in the number of newly created enterprises and organizations operating in the sphere of accommodation and catering services was recorded - by 517 units.
Small business entities have become an integral and important part of the national economy, transforming into a leading force for solving many economic and social issues, developing the service sector, and ensuring a prosperous life for people.
Over the past decades of the XXI century, the role of the small business sector has largely increased because of its ability to invent new products and create new jobs.
Small businesses accounted for 76.3% of the total number of enterprises and organizations providing services.
As of 1 January 2020, the share of large organizations reached 23.7%.
As of 1 January 2020, compared to the same period last year, the number of small enterprises operating in the service sector increased by 46 162 units amounting to 199 929 units, and their growth increased by 30.0%.
In the total number of operating small businesses, the share of employees in the service sector reached 59.7%.
The small business sector contributes to sustainable economic growth, job creation, income growth, and the well-being of the population.
Currently, the service sector is a complex, branched specific socio-economic system that has a variety of properties, functions, resources, connections, due to the very essence of the services, their purpose, features of the functioning of various activities and characteristics of service processes.
According to preliminary data, the volume of market services rendered in January-December 2019 reached 190.35 trillion soums, the nominal volume of which increased by 39.46 trillion soums.
In comparable terms, compared to the same period last year, the growth was 12.5%.
Today the service sector is one of the most dynamically developing sectors of the economy of Uzbekistan.
Compared to January 2019, the volume of market services rendered in December (a discrete month) of the current year increased by 4.9 trillion soums and reached 17.9 trillion soums.
For comparison: over the same period last year, the volume increased by 2.9 trillion soums and was equal to 13.3 trillion soums.
According to the results of the IV discrete quarter of 2019, the volume of services rendered was equal to 54.8 trillion soums, compared to the third discrete quarter of 2019 (51.4 trillion soums) volume increased by 3.4 trillion soums.
For comparison: the difference between the III and II discrete quarters of 2019 was 7.4 trillion soums.
The volume of market services provided during the period under review increased by 14.6 trillion soums compared to the first quarter of 2019.
In the total volume of services, the share of Tashkent city is the most significant - 34.3%. This is due to the fact that the real income of the population here is higher than in other regions.
The highest share was recorded in Tashkent (7.2%), Samarkand (6.4%), Fergana (5.9%) and Andijan (5.1%) regions. The lowest indicators of the service sector were observed in the Syrdarya (1.4%), Jizzakh (2.2%), Navoi (2.6%), Khorezm (3.0%) regions and the Republic of Karakalpakstan (2.9%).
It is impossible to solve social, political and social problems without raising the economic potential of the regions and their sustainable development.
Regional policy goals can only be achieved by implementing predominantly economically viable projects.
Currently, the country is implementing consistent reforms to improve the financial potential of the regions and the role of the service sector in this direction. Projects within the framework of the implementation of the action Strategy for the five priority areas of development of the Republic of Uzbekistan in 2017-2021 expand the scope of this work.
During the current period, high growth rates were observed in Syrdarya (+18.4%), Jizzakh (+15.1%), Khorezm (+12.5%) regions, the Republic of Karakalpakstan (+12.0%) and Tashkent city (+17.2%).
Relatively low growth rates were observed in Tashkent (+7.7%), Samarkand (+8.9%), Fergana (+9.4%) and Namangan (+10.2%) regions.
As you know, the prospects for social and economic development of modern Uzbekistan largely depend on the rational use of all the resources of each economic district and region of the Republic in national and local interests.
During the surveyed period, the city of Tashkent had a huge impact on the increase in the total volume of market services rendered. Compared to the same period last year, the volume of services in this region increased by 15 132.6 billion soums and reached 65 308.8 billion soums.
At the same time, relatively high rates were observed in Tashkent (13.74 trillion soums), Samarkand (12.27 trillion soums), Fergana (11.28 trillion soums) and Andijan (9.73 trillion soums) regions.
The level of development of the service sector ensures the territorial and social mobility of the population, the development of new economic territories, increasing the efficiency of production and consumption of material goods.
Compared to the previous year, the volume of market services provided per capita increased by 1.09 million soums and was equal to 5.66 million soums, its growth was 10.4%.
With the formation of a post-industrial information society in our country, the role of the service sector will steadily increase, because the needs of the population are constantly growing, and their diversity is constantly expanding.
A developed service sector is the key to successful prosperity of society. Changes in the system of public needs are a factor in the growth of the service sector. The more complex techniques, technologies, patterns of production, rising living standards and improvement of man himself as the result of the increase of its educational and cultural level, consistently expanding the range of needs of production and population.
According to this indicator, the city of Tashkent takes the leading place. Here, the volume of services per capita is recorded in the equivalent of 25.70 million soums.
In Namangan (2.67 million soums), Kashkadarya (2.69 million soums) and Surkhandarya (2.87 million soums) regions, the per capita volume was low compared to other regions.
One of the factors influencing the increase in the volume of market services per capita is the number. In regions where the population is smaller, the volume per capita is higher. For example, as of 1 January 2020, the population of Navoi region is recorded at the level of 988,300 people, the volume of market services provided per capita in January-December 2019 reached 4.9 million soums.
At the same time, the population of Kashkadarya region was three times larger (3.24 million people), but the volume of services per capita was only 2.69 million soums.
A characteristic feature of most types of activities in the service sector is a high degree of localization, their "binding" to a certain territory (region, city, district, urban and rural settlements). Therefore, the size, location, types and scope of activities, forms of ownership, methods of operation of enterprises and service organizations, their role and potential for development in the conditions of modernization should be mutually linked with the needs, priorities and strategy of innovative shifts in the region's economy.
Growth in the volume of market services provided per capita was registered in the Syrdarya (16.2%), Jizzakh (12.7%), Khorezm (10.6%) regions, the Republic of Karakalpakstan (10.3%) and the city of Tashkent (14.8%).
Low growth rates were recorded in Tashkent (+6.3%), Samarkand (+6.6%), Fergana (+7.5%), Namangan (+8.0%), Andijan (+8.6%), Kashkadarya (+8.7%) and Bukhara (+8.9%) regions.
Today, the service sector is one of the most important system-forming sectors of the modern national economy. This sector is not limited to traditional activities, it is constantly expanding its presence in public life, it is integrated into social production, and it is intertwined with unique connections with almost all areas of economic functioning.
The growth factor in the volume of market services rendered in relation to 2018 is an increase in the volume of such types of services as financial (by 13.03 trillion soums), transport (by 9.41 trillion soums), trade services (by 7.95 trillion soums), and education (by 1.57 trillion soums).
In addition, there was an increase in the volume of services in the field of architecture, engineering researches, technical tests and analysis (by 1.08 trillion soums), accommodation and catering (by 1.04 trillion soums), related to real estate (by 913 billion soums), as well as in healthcare (by 710.3 billion soums).
In almost all regions, there is a positive impact on the increase in the volume of market services, an increase in the share of services rendered, such as financial and transport services, trade and communication services, including information technology.
In the structure of market services rendered, transport services account for the largest share by type of economic activity. So, in January-December 2019, their share was 28.1%. At the same time, high indicators were noted for trade services (25.1%), financial services (18.2%), and communication and information services (5.7%).
There was a slight increase in the volume of services in the health sector, which reached only 1.5%. Also, a low share was recorded in the sphere of computer and household goods repair services -1.6%, in the field of architecture, engineering researches, technical tests and analysis, as well as rental services - 2.1%.
The development of modern types of services, such as information and communication services (cellular communication, Internet, digital television, etc.), as well as modern types of financial services (banking, leasing, insurance, audit, consulting, etc.) is of particular importance in the state's economic policy.).
The highest growth rates were recorded in financial services (+54.6%), health services (+13.4%), communications and information services, as well as in architecture, engineering researches, technical tests and analysis (+8.1%).
A slight increase was recorded in services related to real estate (3.1%), as well as services for repairing computers and household goods (3.7%).
The Republic of Uzbekistan is located in the Central part of Central Asia and is the only country that shares borders with all countries in the region: it borders Kazakhstan in the North and Northwest, Turkmenistan in the Southwest, Afghanistan in the South, Tajikistan in the Southeast, and Kyrgyzstan in the East.
As a result of these geopolitical factors, Uzbekistan occupies a key position in the Central Asian region and plays a significant role in regional processes. An important feature of the geographical position of Uzbekistan is the presence of a developed system of transport communications
Note that the increase in the volume of transport services is due primarily to the increase in demand for services for the carriage of goods and passengers, which in turn is caused by rapid growth in tourism, sales network expansion, the further realization of projects on construction, reconstruction of buildings and structures and development of transport-logistic infrastructure.
Of the total volume of transport services, the share of road transport is 47.2%. The volume of transportation via pipelines in transport services is 19.7%.
In turn, services provided by rail transport in the total volume of transport services reach 13.4%.
Passenger transportation takes a significant share in the volume of market services provided by road transport.
In January-December 2019, the share of passenger road transport services reached 70.1%.
The share of cargo transportation services in the total volume of market services provided by motor transport amounted to 29.9%.
Trade is a sector of the economy that ensures the circulation of goods and their movement from the sphere of production to the sphere of consumption. The trade of one country with other States, consisting of imports and exports of goods, is foreign trade, the trade of different countries among themselves in its totality is international trade. Within a single country, trade performs a socially necessary function – bringing goods to the consumer. It is divided into wholesale and retail trade.
In January-December 2019, the share of trade services in the total volume of market services rendered was 25.1%, which corresponds to 47.69 trillion soums.
Retail trade accounts for almost three-quarters of the total volume of trade services, or, more precisely, 67.2%.
In January-December 2019, the share of wholesale trade services (except for cars and motorcycles) reached 25.4%.
Wholesale and retail trade in cars and motorcycles, including repair services, accounted for 7.4% of the total volume of trade services.
In comparison with other regions, the largest share of retail trade services is observed in Andijan (85.4%), Kashkadarya (83.8%) and Bukhara (82.2%) regions.
This indicator is insignificant in the city of Tashkent. Here it was only 44.5%.
However, in Tashkent city, the share of services in wholesale trade (except for car and motorcycle sales) is quite significant - 46.8%. In the Andijan region, it was the lowest – 7.8%.
A relatively high share of wholesale and retail trade in cars and motorcycles, including repair services, was observed in the Samarkand (9.8%), Fergana (8.5%), Tashkent (8.1%) regions, Tashkent city (8.7%) and the Republic of Karakalpakstan (7.1%).
The lowest share of these services is recorded in Surkhandarya (3.4%), Kashkadarya (4.7%), Jizzakh (5.2%), Namangan (5.4%) and Syrdarya (5.5%) regions.
The introduction of innovative banking technologies to create conditions for the provision of modern banking services, including the organization of "digital" banks and their divisions that specialize in providing retail services, improving remote banking services, and further developing the payment system, contribute to the dynamic development of financial services.
In January-December 2019, the volume of financial services was equal to 34.63 trillion soums and, compared to the same period last year, it increased by 13.33 trillion soums. Financial services grew by 54.6%.
The share of financial services, except for insurance and pension services, is 91.0% of the total volume of financial services. In the current period, the share of insurance services is fixed in the range of 5.5%.
Auxiliary financial and insurance services accounted for only 3.5% of the total volume of financial services.
The share of financial services, except for insurance and pension services, was significant in Surkhandarya (92.8%), Syrdarya (92.3%), Kashkadarya (92.1%), Samarkand (91.4%), Jizzakh (91.1%), Fergana (91.0%) regions, as well as in the Republic of Karakalpakstan (93.6%) and the city of Tashkent (91.4%). The lowest figure was recorded in the Andijan region (86.9%).
Among the regions in the structure of financial services, the volume of insurance services prevails in Tashkent (9.5%), Namangan (8.4%), Khorezm (7.0%), Navoi (6.9%) and Bukhara (6.8%) regions.
The lowest indicator for insurance services was registered in Andijan (4.4%), Samarkand (5.1%), Surkhandarya (5.4%) regions, the Republic of Karakalpakstan (4.7%) and Tashkent city (4.7%).
In January-December 2019, the volume of communication and information services was 10,869. 2 billion soums. Compared to the same period last year, the growth rate of this type of service reached 108.0%. The share in the total volume of market services rendered was 5.7%.
Telecommunications services (wired and mobile communications, Internet, satellite communications, etc.) account for the largest share in the volume of communication and information services. Their share was 79.2%. It was noted that during the current period, publishing services reached 5.6%, computer programming, consulting and other related services-7.6%, information services-3.0%, programming and broadcasting - 3.7%, services for the production of movies, videos and television programs, including services for recording and publishing music - 0.9% of the total volume of communication and information services.
The largest volume of communication and information services was recorded in the city of Tashkent – 5 913.0 billion soums. This is due to the fact that most of the enterprises and organizations operating in this area are registered in this region.
At the same time, relatively large volumes of market communication and information services were provided in Fergana (663.8 billion soums), Samarkand (613.0 billion soums), Andijan (498.6 billion soums), Namangan (454.0 billion soums), Kashkadarya (437.1 billion soums) and Bukhara (376.4 billion soums) regions. For the current period, the lowest indicators for this type of service were noted in the Syrdarya (154.3 billion soums), Jizzakh (202.6 billion soums) and Navoi (219.8 billion soums) regions.
The highest indicators for the provision of telecommunications services were observed in Jizzakh (98.8%), Samarkand and Syrdarya (97.9%), Andijan (96.9%) and Kashkadarya (96.8%), Khorezm (96.7%), Navoi (96.4%) and Namangan (96.3%) regions.
The city of Tashkent is a region with a fairly developed information and communication infrastructure. Due to the fact that when compared with other regions, the highest indicators of services in computer programming, consulting and other related services (13.4%), publishing (8.6%), programming and broadcasting (6.6%), information services (4.8%), services for the production of movies, videos and television programs, services for recording and publishing music (1.4%), telecommunications services in the structure of communication and information services took a low share in the city of Tashkent, making up 65.2%.
One of the priority areas of the action Strategy for 2017-2021 is the development of education and science, which is as follows:
continuing the course of further improvement of the system of continuing education, increasing the availability of quality educational services, training highly qualified personnel in accordance with the current needs of the labor market;
improving the quality and efficiency of higher education institutions based on the introduction of international standards of teaching and assessment of the quality of teaching, gradually increasing the quota of admission to higher education institutions;
stimulation of research and innovation activities, creation of effective mechanisms for introducing scientific and innovative achievements into practice, education at higher educational institutions and research institutes of scientific and experimental specialized laboratories, high-tech centers and technoparks.
In January-December 2019, the volume of education services reached 6.99 trillion soums. Their share in the total volume of market services rendered was 3.7%.
The largest volume of market services provided in the field of education was recorded in the city of Tashkent. In January-December 2019, it reached 2.87 trillion soums. This is due to the fact that the largest part of higher education institutions is concentrated here, as well as branches of foreign higher education institutions that provide services on a paid-contract basis.
At the same time, relatively large volumes of educational services were registered in Samarkand (584.2 billion soums), Fergana (460.9 billion soums), Bukhara (455.0 billion soums) and Andijan (405.6) regions. The lowest indicator for this type of service was observed in the Syrdarya (120.1 billion soums) and Navoi (164.0 billion soums) regions.
Compared to the previous year, the growth rate of accommodation and catering services amounted to 5.6%, and the volume increased by 1.04 trillion soums and reached 5.71 trillion soums.
Food and beverage services predominate in the total volume of accommodation and catering services - 77.5%.
In January-December 2019, the share of accommodation services was 22.5%.
The growth of this type of service was facilitated by the development of tourism activities, which had an impact on increasing the demand of the population for services of holiday homes, cottages and other temporary accommodation.
In the city of Tashkent the largest volume of accommodation and catering services were recorded – 2 602.9 billion soums, compared to 2018, there is an increase of 495.4 billion soums.
The growth in this region was influenced by food and beverage services, their volume increased by 345.8 billion soums compared to last year.
During the surveyed period, the Syrdarya region observed a small volume of these services, it was equal to 56.5 billion soums. Compared to 2018, the increase in volume was only 10.0 billion soums.
Currently, medicine and health care in the country are developing in the same direction as dynamic transformations aimed at steadily improving the level and quality of life of citizens of independent Uzbekistan.
Great attention is paid to further improving the health care system, stimulating the work of medical workers, and the widespread introduction of modern technologies and treatment methods.
Today, in all regions of the Republic, high-quality medical services are provided in specialized scientific and practical medical centers in such areas as cardiology, surgery, eye microsurgery, urology, therapy and medical rehabilitation, endocrinology, pulmonology and phthisiology, obstetrics and gynecology, pediatrics, etc.
In January-December 2019, the volume of health services increased by 710.3 billion soums and reached 2 930.3 billion soums. Compared to the same period last year, the growth rate was 113.4%.
Tashkent takes the leading place among the regions in terms of health services. Here, compared to the same period last year, the volume increased by 367.3 billion soums in the current period. Its share in the total volume of market services rendered in the health sector was 43.0%.
At the same time, a relatively high proportion was recorded in Tashkent (9.6%), Fergana (7.8%), Samarkand (6.1%), Andijan (5.7%), Namangan (5.3%) and Bukhara (5.1%) regions.
The share of services of the total volume of market services provided for health services in the Syrdarya (1.3%) and Navoi (1.8%) regions, as well as in the Republic of Karakalpakstan (2.2%) in the current period was insignificant.
Despite the fact that the share in the total volume of health services in Surkhandarya region is considered low (2.8%), their growth, compared to the same period last year, is relatively high – 15.8%. At the same time, the highest growth rates of this type of service were observed in Andijan (+14.0%), Namangan (+13.1%) and Tashkent city (+18.5%). In the current period, low growth rates were recorded in Kashkadarya (+6.1%), Samarkand (+8.3%), Syrdarya (+8.7%), Bukhara (+9.1%) regions and the Republic of Karakalpakstan (+2.1%).
According to many international experts, accelerated development of the service sector is a prerequisite for the successful completion of the modern structural adjustment of the country's economy.
Technological complexity and sectoral structure of service sector, improving the quality and diversity of products, as well as advancing the development of science-intensive and intensive service industries and will foster the efficiency and competitiveness of the enterprises, organizations and farms, raising the standard of living of the population.
Of course, the subsequent provision of sustainable economic growth through the creation of new jobs, improvement of investment, tax and monetary policy, scientific and technical education, as well as the development of small businesses using new information and communication technologies will contribute to qualitative structural changes in the industry structure of market services.
