Tashkent, Uzbekistan (UzDaily.com) - An international conference on the theme “Uzbekistan in the context of regional security and global changes” was held in Tashkent.
During the two-day discussions, international experts discussed a wide range of issues, including large-scale reforms in Uzbekistan, integration processes in Central Asia, security and sustainable development.
They noted that today the Central Asian states pursue a foreign policy aimed at building constructive relations taking into account the interests of the countries of the region.
The British Ambassador to Tashkent, Tim Torlot, addressing the participants, emphasized that Uzbekistan plays an important role in solving strategic issues of Central Asia, primarily of an economic nature. Moreover, the reforms carried out in the country are reflected in the entire region.
Professor of Cambridge University (Great Britain) Siddharth Saxena also noted the special role of Uzbekistan in enhancing cooperation between Central Asian countries. In his opinion, today the republic is a kind of magnet that attracts all countries of the region.
In turn, the chief scientific associate of the Center for Arab and Islamic Studies of the Institute of Oriental Studies of the Russian Academy of Sciences, Professor Irina Zvyagelskaya (Russia) believes that, despite the common history and religion, each country in Central Asia is unique.
- It is quite obvious that, taking into account its national interests, the single space of Central Asia is regaining its shape. Interests may coincide in some issues, but diverge somewhere, but this does not mean that countries will not seek a compromise. Uzbekistan has taken on active diplomatic functions, and has also shown that it is possible to overcome difficulties and find a compromise. Tashkent by its example showed that an open foreign policy can be pursued. All this can be considered as a big positive step in strengthening relations between the countries of the region, she noted.
During the conference, much attention was paid to security in the region and a peaceful settlement in Afghanistan.
Deputy Minister of Foreign Affairs of the Republic of Uzbekistan Dilshod Akhatov noted that Uzbekistan considers Afghanistan as a unique strategic opportunity, a country for implementing large-scale promising projects and programs.
British Ambassador Tim Torlot also highlighted the role of Uzbekistan in promoting initiatives aimed at ensuring peace and economic well-being of Afghanistan.
According to experts, modern international relations are characterized by increased socio-political and economic contradictions, which adversely affect the situation in the field of security and stability in various regions of the globe, which directly or indirectly affects the entire region.
The next important aspect of the agenda of the conference was the issue of sustainability and long-term reform in Uzbekistan. So, the first deputy director of the Institute for Monitoring Current Legislation under the President of the Republic of Uzbekistan, Senator Mir-Akbar Rakhmankulov outlined the basic principles of reform - comprehensiveness, consistency and consistency. “It is impossible to carry out economic reform without strong support from political institutions,” he emphasized. “It is also impossible to modernize the public administration system without creating and developing civil society institutions.”
The senator also spoke about reform priorities. Among them are the reform of the state apparatus, the expansion of parliamentary control and the scope of application of laws.
Professor of Newcastle University Nick Megoran (Great Britain) drew attention to the role of education and language in building trust between the countries of Central Asia.
“In my opinion, education and mutual study of the languages of the peoples of the region also play an important role in strengthening friendship and trust between countries,” he said. - This, in turn, will positively affect relations in the socio-economic and other areas.
Continuing the theme of sustainability of reforms, Professor S. Saxena expressed the opinion that Uzbekistan should pay even more attention to youth policy. Moreover, it is necessary to create such an educational system that would allow young people to master not one profession, but two or three. At the same time, young people should not only be ready to receive knowledge, but also be able to quickly adapt to changes in the labor market.
Professor of St. Andrews University Matteo Fumagalli (Great Britain) emphasized that in the light of expanding reforms, Uzbekistan needs to strengthen the human resources of the country. In this context, he drew attention to the role of youth in ensuring quality change. Along with this, a professor at a British university noted the dynamics of large-scale reforms being carried out in the country.
