Tashkent, Uzbekistan (UzDaily.com) – On 10 October, at the invitation of the Ministry of Foreign Affairs of the Republic of Uzbekistan, a delegation of 20 ambassadors representing permanent countries participating in the OSCE Vienna Convention visited Tashkent.
During the visit, members of the delegation met with the chairman of the Central Election Commission Mirzo-Ulugbek Abdusalomov at the CEC International Press Center.
It was noted that on 22 December 2019, an important political event will take place in Uzbekistan, the slogan of “New Uzbekistan. New election. ” The adopted election code became the basis for conducting elections in a new format with the introduction of a number of innovations.
According to the provisions of the code, 150 territorial districts will be created for the election of deputies to the Legislative Chamber. As you know, previously there were 135 districts, and 15 deputies were nominated by the environmental movement of Uzbekistan. After the creation of the Ecological Party of Uzbekistan, it will also be able to take part in general elections on a par with other political parties.
The Electoral Code incorporates about 30 such innovations. One of them is the formation of a single electronic voter list. During the meeting, during an open dialogue, a proper assessment was given to the transformations in the electoral process system. It is estimated that 20 million 600 thousand voters will participate in the upcoming elections.
It was emphasized that during the development of the new code, the experience of more than 50 countries was studied, recommendations and proposals of international organizations, such as the OSCE / ODIHR, SCO, CIS, the World Association of Electoral Bodies, the Organization of Islamic Cooperation and the Venice Commission, were received. As sounded during the dialogue, such transformations will create the prerequisites for strengthening inter-party competition and their further intensification. Another important point is the provision of the electoral rights of citizens and their protection.
This year, special emphasis was placed on the issues of preparing election commissions, 30 trainers and experts conducted trainings for members of election commissions, it is also planned to conduct trainings for 34,000 members of election commissions, and training 2,250 regional trainers. According to the Electoral Code, more than 10 decisions were adopted aimed at approving regulations and instructions. In addition, a number of memoranda and cooperation agreements have been signed with ministries and departments.
Currently, the CEC plans to develop a draft regulation on the recount of voting results, the consideration of voters' applications and the announcement of election results.
