MPs rejects the bill after active debate

Tashkent, Uzbekistan (UzDaily.com) -- On 19 September 2019, a regular meeting of the Legislative Chamber of the Oliy Majlis was held. The deputies considered a number of draft laws aimed at providing legal support for reforms implemented in various spheres of the country's life.
In particular, members of parliament in the second reading considered the bill “On Payments and Payment Systems”.
It should be noted that the development of today's technologies requires the development of a payment services market. However, now in the country, the scale of the services provided is limited by payment units. They are mainly associated with payments for mobile communications, Internet, utilities and other services. The activities of payment system operators and payment organizations are not governed by banking law or regulations. It is worrying that the legislation does not define the powers and responsibilities of a single state body that regulates and controls payments and payment systems.
The draft law discussed by the deputies is aimed at solving urgent issues and preventing risks in this area. The draft law, first of all, will expand the scope of services provided by payment organizations and give them the authority to provide microfinance services using electronic money. These changes will increase the popularity of electronic services and create conditions for payers.
Given these features, this draft law was conceptually adopted at a meeting of the Legislative Chamber on 3 July. Over the past period, the responsible committee and the working group held a series of discussions with the participation of representatives of relevant ministries and departments, improved the rules and norms of the draft law. Based on the requirements of rulemaking, reference norms are eliminated, articles of direct action are introduced.
Speakers of deputies, officials of commercial banks, payment system operators noted that there is a huge need for a bill.
In their opinion, the adoption of the bill will serve the stability of the national payment system, create a healthy competitive environment between banks and payment organizations, as well as protect the rights and interests of payment system operators and users of payment organization services.
At the first reading meeting, representatives of the people comprehensively discussed the draft law “On Normative Legal Acts”, which was developed with the aim of forming a systematic legislative framework and improving the legal framework for the reforms.
As the deputies note, the adoption of the draft law will create the legal basis for the exclusion of the practice of adopting departmental normative legal acts entailing a conflict of norms, a double interpretation, corruptogenic manifestations and excessive state regulation. Also, with the adoption of laws, the mechanism of direct action will be strengthened.
At the same time, general rules for the harmonization of laws will be established and a basis will be created for the adoption of drafts of other regulatory legal acts, and a specific definition of the subject of streamlining.
During the meeting of the Legislative Chamber, the draft law “On acts of civil status” was rejected at the conclusion of the Committee on Combating Corruption and Judicial Legal Issues.
The meeting also discussed other issues falling within the powers of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, and relevant resolutions were adopted.
