Tashkent, Uzbekistan (UzDaily.com) - In order to familiarize themselves with the work of introducing an automated system for accounting and control of electric energy (ASKUE), a group of local and international experts and journalists visited Samarkand.
The event, organized by Regional Electric Grids JSC in conjunction with the Asian Development Bank, was attended by representatives of member countries of the Central Asian Regional Economic Cooperation (CAREC).
In order to implement the resolution of the President of the Republic of Uzbekistan from 23 October 2018 “On measures to accelerate the development and ensure financial stability of the electric power industry”, JSC “Regional Electric Grids” throughout the country is actively working on the phased implementation of an automated system for accounting and control of electric energy (ASKUE) . As part of the press tour, event participants were given the opportunity to study this process on the spot.
All the resources that we consume need to be accounted for. This is necessary in order to know how much the consumer has consumed, for example, electricity, how much he must pay for the kilowatts delivered to him, and the amount of electricity that the supplier needs to produce so that there is no oversupply of products. For this, special metering devices have been developed and are constantly being improved. One of such devices is an electric meter that transmits readings directly to the electricity supplier.
Controversial issues regarding electricity consumption have always arisen between consumers and energy supplying organizations. They were solved in different ways, but more often the controllers removed the data that was entered in the general register of the consumer. At the time of payment, the consumer himself could disagree with such indications. Today the problem is fundamentally solved with the help of such a device as an electric meter transmitting readings.
Electricity meters with data transmission are used to automate processes such as collecting and sending information to the supplier, as well as analyzing the level of energy consumption. The involvement of information-measuring systems in the work of energy supplying companies allows not only to obtain data on the consumed electricity, but also to acquire a number of opportunities previously unavailable when using traditional metering devices.
These opportunities include the following: metering devices now work in several tariff modes; the consumer can be disconnected or connected to the power supply system remotely; closer and more effective cooperation with the consumer, based on the terms of the contract; the transmission of warning notifications that will definitely reach the consumer; effective analysis of the data for more efficient work, etc.
This is a new approach to controlling electricity consumption, which is associated with human non-intervention. The device is equipped with a special reading program, which is located remotely. This is convenient for everyone: for consumers who now do not think about when to submit reports, where to carry them for monitoring. Because the removal and transmission of readings of electricity consumption are transmitted automatically. For the energy sales organization, this is also a big plus. There is no need to go around houses and apartments for the purpose of monitoring, but have consumers correctly transmitted the data, do they agree with the readings taken by the controllers. But the most important thing for organizations supplying electric current is the ability to plan electricity costs, which means that you can adjust the operation of networks so that their efficiency becomes higher. And this is good for consumers, and for energy supplying organizations. At the same time, the whole system will work efficiently: from electricity generation to consumption.
It should be noted that today in Uzbekistan in 45 cities and regions of the country more than 1.5 million electric power meters have already been installed. By the end of this year, the installation of modern electric energy metering devices will be completed for 2.5 million consumers, and by the end of 2020, 7 million consumers will be connected to the automated electricity control and metering system (ASKUE).
- The certification company “Uzstandard” is responsible for the accuracy of measuring the meter. Each meter is tested on high-precision equipment without human intervention. There is also a reliable system of protection against hacking and cyberattacks, both the meter and the data center. - Valijon Kilichev, the head of the ASKUE department of the Samarkand territorial enterprise of electric networks, noted.
He added that the verification of electricity metering devices will be carried out once every 10 years, while the consumer will not need to carry the meter himself and pay for the check. If he considers the counter to be incorrect, then he has the right to check it and present reasonable claims.
