Tashkent, Uzbekistan (UzDaily.com) -- On 10 September 2019, an Uzbek-Chinese conference was held in Tashkent on the topic: “The experience of the People’s Republic of China in reforming agriculture and the possibility of its application in the Republic of Uzbekistan”. The event is dedicated to the 40th anniversary of China’s openness reform policy and the experience of promoting the renewed domestic and foreign policies of Uzbekistan as part of the Action Strategy.
The conference was attended by members of the delegation of the All-China Assembly of People’s Representatives of the PRC, parliamentarians, experts from relevant ministries and departments of the Republic of Uzbekistan, as well as media workers.
It was noted that a discussion of the problems of agrarian policy at the international level testifies to the critical importance of this issue and the availability of possibilities for applying various state doctrines in this regard. Indeed, food security in recent years has been increasingly moving forward in a number of critical strategic factors.
China has chosen a special path for agrarian reform, where the task is not to change the social system, but to eliminate its shortcomings. At the same time, the behavior of subjects becomes a driving force for accelerating the development of the economy. The market has become a strict and extremely effective means of checking and monitoring the effectiveness of transformations in this direction.
It is from this point of view that the experience of this largest country in the world, which has achieved tremendous success in the field of agriculture, is remarkable. As was noted by speakers at the conference, initially the success of reforms in the agricultural sector of China was based on the development of a sense of ownership, the promotion of personal interest, and hence the responsibility of farmers. In this regard, the main provisions of reform and development in the villages of China and the experience gained in this direction were examined.
Speaking about the possibilities of introducing best practices in Uzbekistan, it was noted that our country has enormous potential in the agricultural sector. It was emphasized that in recent years significant shifts have been achieved, reflected in the fundamental reform of agriculture, the introduction of market mechanisms, as well as the further improvement of the product processing system and the value chain.
At present, a new stage of transformations in this area has been defined, the main task of which is the implementation of actions for the long term. To this end, an agricultural development strategy for 2020-2030 is being developed, which is designed to become the main point of growth, the driver of the economy. Thanks to this, thousands of new jobs will be opened and population incomes will increase. In this process, close attention is paid to the use of best practices of developed countries, in particular the People’s Republic of China.
The introduction of innovative technologies in the agricultural sector is another aspect that was emphasized during the conference. It was noted that the innovative development of agriculture was and remains one of the most important tasks of the economic policy of China. Over 40 years, successful reform of the agricultural sector and rural territories has turned China into a world leader in the volume of production of the main types of agricultural products: fodder crops, livestock, vegetable and fruit growing.
The key drivers of the modernization of the agricultural sector of the economy are science and technology, which are a fundamental factor in the introduction of innovative solutions in this area. Thanks to the informatization and intellectualization of agricultural production, great successes have been achieved in the implementation of agricultural innovations, which play an important role in ensuring food security and increasing the income of farmers.
Considering the possibilities of applying the Chinese experience in the development of the agricultural sector, the conference paid special attention to improving the functioning of the water sector. It was noted that the problem of limited water resources is relevant for both China and the Central Asian region, in particular Uzbekistan. In this context, the conference participants were very interested in effective irrigation methods, tested in Chinese practice, which ultimately provide an increase in agricultural production.
During the conference, other issues related to the topic were also discussed. Among them are scientific innovation and green development of agriculture in China, new innovative biotechnologies aimed at improving the efficiency of agricultural production, the introduction of information technology in the monitoring system of the agricultural sector of Uzbekistan.
The forum also examined various aspects of the development of free trade zones in China and Sino-Uzbek trade and economic cooperation, the role of free economic zones in the socio-economic development of the regions of Uzbekistan.
Following the conference, recommendations were developed and adopted.
