Tashkent, Uzbekistan (UzDaily.com) -- Senators reviewed the Law of the Republic of Uzbekistan “On the peaceful uses of atomic energy”.
Speakers noted that as a result of an active investment policy aimed at expanding the country’s existing production capacities, as well as ongoing large-scale reforms to improve the level and quality of life of the population, the need for energy increases every year. It is necessary to provide the economy and social sphere with efficient and reliable energy sources.
Today, the republic depends on natural gas as a natural energy resource. The use of this source in the total volume of electricity production is 85%. Given this, the Government of Uzbekistan considered various options for the development of the energy sector to ensure stable economic growth of the country. At the same time, the task of forming the country’s nuclear energy industry is designated as the main direction.
In making this decision, many factors and circumstances were taken into account, among which the need to ensure energy security, reduce carbon emissions into the environment, and the competitiveness of nuclear energy in terms of economy.
As a result, the leadership of the Republic of Uzbekistan in January 2018 adopted a resolution on the construction of a nuclear power plant in our country. In September of the same year, an agreement was signed between the Russian Federation and the Republic of Uzbekistan in Moscow on the construction of a 3+ generation nuclear power plant consisting of two power units with an installed capacity of 2,400 MW, which meets all the safety requirements of the International Atomic Energy Agency (IAEA). The construction of this facility is planned in the Forish district of the Jizzakh region - in a region convenient from the point of view of geographical location and other necessary factors.
In order to implement the project, consistent work is underway in the country to build the necessary capacity. First of all, the corresponding regulatory framework is being formed, the basis of which will be the given law.
The law establishes the basic concepts, defines the principles of the use of atomic energy, such as legality, safety, the priority of protecting the life and health of citizens, the environment, the independence of the state regulatory bodies for the safety of atomic energy use, openness and transparency, conscientious fulfillment of international obligations, and the objects of its use are provided - nuclear installations, storage facilities, nuclear materials, nuclear fuel, fuel assemblies of nuclear reactors moat spent nuclear fuel, radioactive waste.
The main directions of state policy in the field of atomic energy use are determined, such as the development of national nuclear infrastructure, the construction of nuclear facilities and storage facilities, environmental protection and the protection of the population when using atomic energy, the organization of a safe nuclear fuel cycle, the long-term development of nuclear energy, development international cooperation.
Senators emphasized that the basic principles of the use of atomic energy are the protection of the life and health of citizens, property of individuals and legal entities, as well as the priority of environmental protection, ensuring safety, transparency of information, and the prohibition of the production of nuclear weapons and other nuclear explosive devices.
Speakers noted that the Law is of particular importance from the point of view of developing a unified state policy and strategic direction in the field of nuclear energy development and its use. The law is approved by senators.
