Tashkent, Uzbekistan (UzDaily.com) -- On 17 August, the Government of Uzbekistan adopted a resolution "On measures to improve the activities of secondary schools in Tashkent based on modern requirements."
The document is aimed at fulfilling the instructions of the President of Uzbekistan Shavkat Mirziyoyev.
The resolution approved the allocation of 800 billion soums for reconstruction, overhaul and construction of school buildings in 2019 and 2020, or 400 billion soums for each year.
The resolution notes that in the 2018-2019 academic year, 409,700 people, were enrolled in 303 secondary schools in Tashkent, designed for 309,000 students. In the 2019-2020 academic year, this figure will be 450,000, i.e., the lack of places in schools will reach 140,000.
In 266 schools of the city the occupancy rate is at a normal level, in the rest it exceeds the norm, in some cases more than 2 times.
The government approved a list of 10 schools in which reconstruction will begin this year with the construction of additional buildings, and 40 schools where major repairs will begin. The capacity of these schools is 57 thousand people, but 69.22 thousand children study in them. The list includes 16 schools that have not been included in the renewal programs since the moment of construction.
Of the total amount of 400 billion soums allocated in 2019, 367.95 billion soums will be allocated for construction and reconstruction works and 32.05 billion soums - for school equipment.
The resolution noted that 9 schools receive network status, nine other schools are attached to them, in which occupancy is lower than the estimated capacity.
The document also emphasizes that within two months an address list of schools will be developed that will be built, reconstructed and renovated in 2020.
The government instructed the khokimiyat of Tashkent to determine the used and unused objects of state property, formerly schools, within two months, and to transform them into general educational institutions by 1 September 2020.
On 1 September 2019, design estimates for reconstruction, construction and equipment projects for schools should be developed taking into account modern and international standards, the resolution says.
The Ministry of Public Education with the ministries of economics and industry, as well as higher and secondary specialized education, has been instructed to develop a program until December to attract highly qualified personnel to schools, with a gradual reduction in the ratio of students per teacher to international standards.
The resolution states that from the 2019-2020 academic year, “Classes of young teachers” will be organized for high school students, the purpose of which is to identify students who are interested and have the ability to work in the field of education, and their professional orientation.
Starting from 2020, as an experiment, methods to provide schools to representatives of the private sector for construction, repair, management, operation will be introduced.
