Parliamentary Commission discusses issues of supporting NGOs
Tashkent, Uzbekistan (UzDaily.com) -- A meeting of the Parliamentary Commission on management of assets of the Public Fund for Support of NGOs and other civil society institutions under the Oliy Majlis of the Republic of Uzbekistan was held in Tashkent.

It was attended by members of the Parliamentary Commission, representatives of appropriate ministries and departments, heads of civil society institutions and other organizations, representatives of the mass media, the press service of the Legislative Chamber said.

Issues on increasing awareness of NGOs and other civil society institutions on the declared state grant competitions and providing them with legal, consultative and methodological assistance in preparation of social projects, the study of financial and economic activity of the Public Fund for 2014, and others were on the agenda.

Chairman of the Parliamentary Commission on management of assets of the Public Fund for Support of NGOs and other civil society institutions under the Oliy Majlis of the Republic of Uzbekistan Akmal Saidov noted that during the years of independence, a number of organizational and legal measures aimed at creating necessary conditions for formation of civil society, development and strengthening its institutions have been implemented in our country.

In particular, the dynamic development of NGOs contributed to the establishment in 2008 of the Public Fund for Support of NGOs and other civil society institutions under the Oliy Majlis of the Republic of Uzbekistan, as well as the Parliamentary Commission on management of its funds. In 2009, 264 NGOs and other civil society institutions of the Public Fund participated in grant competitions, in 2014 the figure amounted 562. The amount of grant funds allocated by the Public Fund in order to support social projects in 2009 amounted to 444,6 million sums and in 2014 – more than 3,8 billion sums.

As it was noted at the event, in accordance with the Article 32 of the Law of the Republic of Uzbekistan “On public funds”, paragraph 7 of the “Regulations of the Public Fund for Support of NGOs and other civil society institutions under the Oliy Majlis of the Republic of Uzbekistan”, studies of financial and economic activities of the Public Fund for 2014 was held.

As shown by the results of the study of financial and economic activities of the fund over the past year, organization among NGOs and other civil society institutions 3,8 billion sums were directed on grant competitions for the implementation of social projects. 1,4 billion sums were allocated on placement among NGOs of social orders for the implementation of projects aimed at socio-economic and humanitarian development. The amount of government subsidies aimed at realization of other projects totaled 3 billion sums.

In general, the audit commission from among the deputies of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan presented a positive outcome on the results of the study of financial and economic activities of the Public Fund for 2014. The same conclusion was presented by the audit company “Osiyo-audit”, which is in accordance with the Article 33 of the Law of the Republic of Uzbekistan “On public funds” conducted an audit of financial and economic activities of the fund over the past year.

It was emphasized that the funds allocated in the past year for supporting NGOs and other civil society institutions effectively used in order to further develop their activities, strengthening the organizational, technical and economic basis, which, in turn, contributed to the increase in their number and improving the quality of their work.

During the meeting of the Parliamentary Commission, a plan for monitoring over the proper use of funds and effective implementation of government grants and social orders that have received support in 2014 was approved. According to this plan, a series of seminar-trainings, “round tables” and other events will be organized with participation of members of the Parliamentary Commission and local authorities.

Following the event, members of the Parliamentary Commission prepared an analysis of the current state of social activity of NGOs and other civil society institutions in implementation of the State program “Year of attention and care for the older generation”.
