Uzbekistan introduces fines for violation of habitation renting rules
Tashkent, Uzbekistan (UzDaily.com) -- Amendments to the Code on Administrative Responsibilities, which envisages fines for violation of rules of signing rent agreement, construction and habitation registration, came into force in Uzbekistan on 1 February 2012.

In line with the changes, the habitation renting agreement between citizens should be notarially certified. The rule came into force on 1 January 2012.

In line with the presidential resolution “On forecast of main macroeconomic figures and parameters of the State Budget of Uzbekistan for 2012, the government set minimum rent prices per 1 square meters at the size of 3,000 soums for Tashkent, 2,000 soums for Nukus and regional cities, as well as 1,000 soums for other settlements. The minimum rent prices were set to determine minimum size of taxable income of individuals.

The resolution also set that tax rate for income of individuals, received from renting habitation, which is equal to 9% of total income sum.

The state duty rate for notary certification is set at the size of 1% of the agreement sum, but not less than 20% of minimum size of salary. The minimum size of salary is equal to 62,920 soums now.

From 1 February 2011, the persons, who did not conclude habitation renting agreement or did not certify renting agreement at notary offices, will be fined. The fine size is equal to from five to ten sizes of minimum salary.

The law also envisages similar fine to citizens, who violated rule of construction of habitation, economic and domestic buildings. The citizens will be fined from one to five minimum sizes of salary for untimely registration of property with state bodies, which register rights to property.
